DN Tanks Awarded $1.16 Million Contract for Water Storage Tank Repairs
The council approved a bid award to DN Tanks of Illinois for repairs to the city's 3 and 5 million gallon ground storage tanks. The base bid is $1,086,280, with alternates one and two (exterior cleaning and coating) adding $75,000, for a total bid of $1,161,280. This project exceeds the budgeted amount in the CIP by approximately $243,810, and a fund transfer from the pump station number three rehab project is requested to cover the difference. The repairs are mandated by the EPA to ensure reliable water supply.
Council Addresses Concerns Over Amplified Noise at Special Events
During new business, the City Clerk raised concerns about amplified noise from the Valley Kingdom Ministries' special event permit, noting that the sound could be heard for blocks last year and that police officers were previously unable to enforce noise ordinances due to the permit. The council discussed ensuring noise levels are acceptable and that enforcement protocols are in place if noise ordinances are abused, including having officers equipped to measure decibel levels. The Mayor Pro Tem expressed that noise should only be heard by those participating on-site and not off the property. It was agreed to ensure the watch commander has contact information for event organizers to address potential abuses.
Iroquois Paving Awarded $1.02 Million Contract for 2026 Road Program
The council approved a contract with Iroquois Paving Corporation for the city's 2026 motor fuel paving program. The contract amount is $1,019,644.79, which is below the overall project budget of $1.2 million. The low bidder was Iroquois Paving. The bids were reviewed by H.R. Green. This project involves patching streets using motor fuel tax funds, and the remaining budget will allow for additional patching. A pre-construction meeting will be scheduled shortly after approval.
Clover's Bar and Grill Granted Lease for Patio and Dumpster Enclosure
The council approved a right-of-way patio and dumpster enclosure lease agreement for Clover's Bar and Grill at 15548 South Cicero Avenue. This agreement formalizes the use of city right-of-way for an expanded outdoor patio and a dumpster enclosure. The lease is for 10 years, similar to previous agreements, and requires the business to maintain a parking agreement with Beggars for 24 overflow spaces. Any change in ownership requires city council approval, and the city is held harmless from claims.
Terra Engineering Selected for Natalie Creek Trail Construction Engineering
The council selected Terra Engineering to perform Phase 3 construction engineering services for the North Natalie Creek Trail Project, specifically the section on Central Avenue from 159th Street to 151st Street. Terra Engineering was chosen from three proposals based on qualifications, scoring 95.7 out of a possible score. They were also responsible for Phase 1 and Phase 2 of the project. The estimated total construction cost is $2.6 million, with the city's participation cost reduced to approximately $104,000 after a Cook County grant covered part of the city's required 20% match ($520,000).
