Moraga Council Considers Demolition of Lala Building at Hosienda De Las Flores Due to Structural Issues
The Moraga Town Council is considering the demolition of the 'Lala' building at the Hosienda De Las Flores property due to significant structural issues, deferred maintenance, and high remediation costs. The building, historically used for town meetings, operations, and currently by Parks and Recreation for programming and rentals (including a kitchen for culinary classes), is located adjacent to a creek and has experienced foundation and water damage. A 2016 feasibility study considered retaining Lala with minor improvements or removing it for parking; however, renovations never occurred. A 2019 asset management study recommended against further maintenance funding for Lala. Staff estimates a minimum of $50,000-$100,000 for remediation and basic repairs, with full restoration costs ranging from $350,000 to over $1 million. Demolition costs are estimated at $200,000 all-in. The town has a plan to accommodate displaced programs, except for culinary classes due to lack of suitable kitchen facilities. The demolition planning process would include hazardous materials testing (lead and asbestos found), utility capping, site stabilization, and potential salvage of materials. The site's future use will be considered within the Parks and Recreation Master Plan process and in coordination with Wedgewood Weddings, the adjacent venue.
Moraga Town Council Approves Budget Amendments, Including Shade Structures for Commons Park Playground
The Moraga Town Council reviewed and recommended amendments to the fiscal year 2026-2027 operating budget and capital improvement budget. The general fund is projected to increase revenues and appropriations by approximately $21,000, reaching $13.9 million. Parks and Recreation revenues are expected to increase by $140,000, primarily due to a new after-school enrichment program site and increased senior programming. Public Works revenues are projected to rise by $58,000 from encroachment permits. Overall appropriations are recommended to increase by $201,000, offset by increased revenues and reduced expenditures, including savings in general liability insurance premiums and an increase in the accounting technician position to full-time. The Parks and Recreation department also seeks to increase an administrative assistant position. Police department corporals are recommended for reclassification to sergeants to align with surrounding agencies and improve retention. Public Works anticipates increased storm drain and road maintenance needs. The capital improvement budget includes a new project to install shade structures at the Commons Park all-access playground, estimated at $218,000, with the Moraga Community Foundation pledging $200,000, and the remainder to be funded from the asset replacement fund.
Moraga Recognizes Parks and Recreation Month and Port Chicago Remembrance Day, Approves Budget Amendments and Street Projects
The Moraga Town Council issued proclamations recognizing July as Parks and Recreation Month and July 17th as Port Chicago Remembrance Day. During the Parks and Recreation Month proclamation, council members and staff highlighted the importance of parks for community health, well-being, economic prosperity, and environmental resilience. They also acknowledged upcoming events like the family campout and thanked community groups and volunteers. The Port Chicago Remembrance Day proclamation honored the victims of the 1944 explosion, the bravery of the Port Chicago 50, and the recent exoneration of sailors punished for a work stoppage. Council Member Wick noted the event's historical impact on Navy integration. Public comment included recognition of the parks plan progress and an update on street pavement projects. Council Member Malio recused himself from the latter due to proximity to a weapon, which was later clarified to be a property boundary issue, not a weapon. The council also approved meeting minutes revisions and a resolution for slide remediation at Child Way, funded by Measure K. Discussions also covered street pavement projects, comparing this year's scope ($1.5 million) to last year's ($7 million) and detailing the process for the Ring Boulevard detour.
