Oak Hill Project Modifications Approved by Planning Commission
The Planning Commission reviewed a change of conditions application for the Oak Hill project at 10001 Oak Hill Road. The project, initially approved a year prior, involves the demolition of three commercial buildings and the construction of a 90-unit residential mixed-use project. The current application seeks to modify two conditions: updating approved plans and modifying the below-market-rate (BMR) regulatory agreement. Key proposed changes include reducing the number of units from 90 to 85, decreasing parking spaces from 178 to 155, and making design modifications to residential and commercial entries, landscaping, and utilities. The BMR unit allocation will shift, with 11 total BMR units still required, but four designated for very low-income households and seven for moderate-income households. Design changes include relocating a transformer, redesigning the residential entry due to grade changes, and adding a second egress ramp for the commercial space. Public comments included concerns about massing, height, traffic, and support from a neighbor. Staff recommended approval of the changes.
Planning Commission Approves Modified Review Process for Temple Isaiah New Building Project
The Planning Commission discussed the proposed review order for the Temple Isaiah project, which involves constructing a new 16,000 sq ft, two-story building on their campus. Due to a delay in the SQA (CEQA) analysis document preparation, the applicant requested to proceed with a modified review process. This process would involve an initial Planning Commission (PC) review, followed by Development Review Committee (DRC) review, and then a final PC review after the SQA document is completed. This approach aims to save time by allowing design development and SQA work to run concurrently. The project requires variances for height and parking reduction, and involves tree removal and grading. Staff supported the proposed review order. Questions arose regarding the SQA consultant, potential delays, and the impact of parking deductions, which were deferred to the full project review. The commission voted to approve the proposed meeting order (PC, DRC, PC) while the SQA document is finalized.
