67-Acre Unzoned Site Rezoned to General Commercial
The City Commission approved an ordinance to rezone a 67-acre site to General Commercial (CG). Hookah Lounges Allowed as Special Exception in General Commercial Zones
The City Commission approved an ordinance to amend the city's land development regulations to allow hookah lounge bar use as a special exception within the General Commercial (CGC) zoning district. This change adds hookah lounges to the table of allowable uses for B2 uses in non-residential districts. This was a second reading, and the ordinance passed with a 3-2 vote, with Mayor Grant and Commissioner Martin voting against it. The applicant, who owns a restaurant, argued that the use should be permitted and that the city already has numerous establishments that sell alcohol, which she considers a more problematic substance.
USA Food Store Hours Extended to 2 AM with Conditions Despite Ongoing Code Violations
The City Commission approved a resolution to extend the operating hours for USA Food Store (Ryan Mart) from 6:00 AM to 11:00 PM to 6:00 AM to 2:00 AM. This decision followed a review of crime statistics and previous site plan approvals and denials. The approval was granted with three conditions: compliance with SET (Security Enhancement and Environmental Design) recommendations, general code violation remediation, and compliance with the State Security Convenience Store Act. The commission also noted that if crime increases, the Certificate of Use (COU) can be administratively revoked. During the discussion, concerns were raised about the ongoing code violations, the effectiveness of security measures, and the potential impact on the surrounding area, particularly in comparison to neighboring businesses in the same plaza that have later closing hours. The applicant stated they had addressed many of the security and maintenance issues, though staff and police indicated some violations remained.
New Ordinance Establishes Procedures for Temporary Use Entitlements
The City Commission approved an ordinance to amend the city's land development regulations by creating Section 11.1, establishing procedures for temporary use entitlements. This new section outlines the purpose, applicability, review process, standards, and expiration for temporary uses. This ordinance was passed with a 5-0 vote.

The City Commission approved an ordinance amending the city's land development regulations to add 'education instruction use' as a permitted use within the IMF50 zoning district. This ordinance was approved with a 5-0 vote.
