Jay Sewell represented New Haven condominiums, detailing the devastating impact of recent hurricanes and urgently requesting action on bayou dredging to prevent future flooding, citing health impacts and prolonged distress on residents. Carla Swanson raised concerns about increased traffic from a proposed apartment complex on 8th Ave and requested traffic calming measures and intersection safety improvements. Craig Murtha presented an economic argument against affordable housing construction, advocating for market-rate housing development as a means to lower rents through vacancy chains and filtering, and criticized the perceived lack of amenities in city-built affordable housing.
Largo Renews Opt-Out of Middle Market Property Tax Exemption for Affordable Housing Developments
Resolution Number 2468, concerning the annual renewal of the Live Local Act Middle Market Property Tax Exemption Opt-Out for the City of Largo, was approved by a 7-0 vote. This resolution opts the city out of providing a property tax exemption for new developments serving households between 80% and 120% of the area median income (AMI). The city is eligible to opt out of this specific tier (80-120% AMI) but cannot opt out of the exemption for developments serving up to 80% AMI. The decision is based on data showing a surplus in housing for the 0-120% AMI range in Largo over the last three years. This is the second year Largo would be opting out, a decision that must be renewed annually before January 1st. The resolution is applicable to next year's property taxes.
Largo Debates 2% Solid Waste Fee Hike Amidst Budgetary Concerns and Resident Feedback
The commission considered Ordinance Number 2026-22 on first reading regarding a proposed 2% increase in solid waste collection fees for FY 2027. The increase would raise residential rates by 62 cents to $31.38 per month. Factors contributing to the proposed increase include rising costs for dumpsters, vehicles, tipping fees, general inflation, and personnel. Several commissioners and residents expressed concerns about the increase, suggesting alternatives like utilizing budget surpluses, improving enforcement of bulk collection policies, or implementing AI solutions for scheduling.
