4021 Tampa Road Property Rezoned to Industrial Planned Development (IPD)
The City Council held a public hearing and approved Ordinance 2026-07 on its second and final reading. This ordinance rezones a property located at 4021 Tampa Road, containing 4.94 acres, to Industrial Planned Development (IPD). It also modifies the previously approved IPD master development plan to be consistent with and depicted on composite exhibit B. The ordinance passed with a 5-0 vote.
City Council Approves First Reading of Ordinance Allowing Golf Carts in Parks
The City Council held a public hearing and approved Ordinance 2026-08 on its first reading. This ordinance amends Chapter 66 of the code of ordinances to authorize the operation of golf carts on park roads and in designated parking areas within city parks. Operation on sidewalks, multi-use trails, and other park areas will remain prohibited. The ordinance also permits golf carts on athletic fields as permitted in use agreements and when especially approved by the City Manager. The vote was 5-0 in favor.

Forward Pinellas Outlines Grant Opportunities and Discusses Potential MPO Merger
Noin Marman, principal planner at Forward Pinellas, presented information on grant programs available to local governments. Planning grants offer $150,000, with a minimum award of $35,000, for fiscal year 2027, and include access to pre-retained consultant firms. Construction and capital grants offer $3 million, available in fiscal year 2032, encouraging local matches for projects like complete streets or technological improvements. Forward Pinellas also discussed exploring a merger of the Metropolitan Planning Organizations (MPOs) for Pasco, Pinellas, and Hillsborough counties, aiming to create a unified regional voice and streamline processes, with a decision on the new structure expected by Fall. Applications for the call for projects are due in Fall 2026, with awards made in early 2027.
City Council Approves Budget Revisions for FY 2025-2026
The City Council considered and approved a resolution revising the budget for fiscal year 2025-2026. Key adjustments include an additional $75,000 for a fire assessment fee study, $20,000 for FEMA compliance software, and $80,000 for new planning and zoning software. Fire Rescue requested an additional $12,000 for vehicle maintenance. These expenditures are funded by additional revenue from ordinance violations, surplus equipment sales, and forfeited retirement contributions, with the remainder from contingency reserves. The IT division will receive $138,000 from a state cyber security grant. The water and sewer fund will receive $300,000 for HVAC repairs at the RO water treatment plant. Personnel adjustments were also made to realign vacant positions, with no additional funding required. The motion to approve passed.
