Gulfport Utility Rates Study Shows Plan Performance; Stormwater Master Plan Needs Future Funding Discussion
The City Council reviewed the City of Gulfport's Utility Rates Efficiency Study presented by Andrew Burnham of Stantec and Sonia Director of Utility Billing. The study analyzed utility infrastructure, financial information, and future needs to ensure rates cover operating and capital costs. The current three-year rate plan, implemented in 2023, includes an 8% annual increase for water and sewer rates and a $1 annual increase for stormwater charges, with projected smaller increases in 2027 and 2028. The study confirmed that the plan is performing as expected, with reserve levels consistent and revenue covering expenses. A significant factor in cost is the wholesale cost paid to the City of Saint Petersburg for water treatment and wastewater disposal, which constitutes about 60% of operating costs. Capital reinvestment in infrastructure aims to reduce water inflow and infiltration, thereby lowering these costs. Future discussions will address the $85 million stormwater master plan identified projects, exploring potential funding sources like grants, loans, or future revenue from rate adjustments.
