Gilbo Avenue Solar Pavilion Concepts Presented; Concept 1 Favored but Decision Delayed

Concept 2 (check mark roof) is estimated at $1.69 million, and Concept 3 (gable roof) at $1.74 million. Staff recommended Concept 1 due to its cost-effectiveness and lower maintenance concerns, although the gable roof was noted for its aesthetic appeal and similarity to the train station. The committee voted to place the item on hold for further public outreach and discussion.
Robin Hood Park Pool Renovation Concepts Presented, Option 1 Recommended
The committee received a presentation on the Robin Hood Park pool facility renovation. Two options were presented for pool improvements: Option 1 includes a new pool liner, minor mechanical repairs, ADA access improvements (stair and lift relocation), and pool deck upgrades. Staff recommended proceeding with Option 1 (base renovation) to address leaks and ensure a safe pool liner, with the possibility of adding zero-entry later.
NHDOT Proposes Rumble Strip Installation on Route 12 in Keene
NHDOT presented a project to install sinusoidal rumble strips on Route 12 in Keene, extending from the Fitzwilliam town line to the Surrey town line. The project also includes Routes 11 and 9, spanning from the Massachusetts border to Claremont and Newport. The purpose is to prevent lane departure crashes, which account for a significant percentage of fatalities nationwide and in New Hampshire. While Keene's crash data for Route 12 showed a lower percentage of run-off-road crashes compared to the corridor average, injury and fatality crashes remain a concern. Rumble strips are effective in reducing head-on and run-off-road crashes at a low cost and with minimal construction disruption. The proposed sinusoidal pattern is quieter than traditional rumble strips. The project is planned for advertising next month with construction in Spring 2027. The committee accepted the report as informational.
Airport Terminal Renovation Concepts Presented; Pre-Application for Timber for Transit Grant Recommended

The city has allocated funds for parking lot and roof upgrades, and a recent wildlife fence project came in under budget, freeing up IIJA funds. The city needs to submit a pre-application for the Timber for Transit grant in August. The committee recommended authorizing the city manager to execute a pre-application for the grant.
