City Launches New Parking System and Considers 'Barnacle' Immobilization Device
The city is implementing a new parking system, which went live with a soft launch. The old system will remain operational for a few more weeks while meter heads are removed. The new system, Park Loyalty, is integrated with the Park Mobile app and kiosks placed throughout the downtown area. Phase one includes 47 kiosks. The kiosks accept coins (nickels, dimes, quarters, dollar coins) and have a lower surcharge per transaction compared to the old system. The system allows for prepayment and app-based payment. A new ticketing system with updated printers and scanners has also been implemented, making it easier for field officers to document violations. Additionally, the city is considering a vehicle immobilization system called 'Barnacle,' which attaches to a windshield via suction and can be remotely released upon payment of a fine. This system is described as less cumbersome than traditional boot devices. The system is programmable for potential parking holidays or incentives.
Recreation Department Reports on Park Improvements, Successful Boxing Event, Stadium Upgrades, and Playground Assessments
The Recreation Department reported on various activities. Improvements are being made at Roxbury Park, including addressing concerns with the softball field backstop and planning for field leveling later in the season. A boxing match generated a $5,000 profit, with thanks extended to the city, arena, and Mad Max promotions. Castle Boxing, a 501c3 nonprofit operating under 'Coaches for Kids,' reinvests profits into boxing. Plans are underway for future boxing events. Ticketing and event management were handled successfully through Eventbrite. Future boxing events will separate amateur and professional matches to avoid long days. The department is working on sales for the outside portion of Sargent Stadium at The Point, acquired through the Mill Rats deal. They are adding a new sign on the Washington Street side and expect revenue generation. A comprehensive PowerPoint update on all playground facilities, including upgrades and needed work, will be presented by the August meeting. Meetings are occurring regarding upgrades to pavilions and facilities using ARPA funds. Roxbury Park's tennis courts are being repaired and resealed, with potential for additional courts. The 'triple ABA' field will receive a new backstop and press box. Plans are progressing for concerts and festivals at The Point Stadium, including seat renumbering for ticketing systems like Eventbrite or Ticketmaster. A group from Miami is interested in hosting a concert.
Amtrak Reimbursement Agreement Amended to Increase Stormwater Improvement Funding
Resolution 10783 was presented to approve an amendment to a reimbursement agreement between Amtrak and the City of Johnstown. This amendment increases the approved amount for final costs that Amtrak will reimburse the city for improvements related to Amtrak's stormwater needs at the train station. The project involves upsizing a storm outfall on Walnut Street, tying Amtrak's stormwater infrastructure into the city's system, which was undersized. Amtrak is covering the costs. The original agreement was signed in 2021, and this amendment reflects increased costs due to recent bids. The resolution passed.
Water Authority Replaces Aging Mains, Improves System Pressure Testing; Housing Authority Faces Funding Shortages for Section 8
The representative for the Water Authority provided updates. In June, 10 services were renewed, 3 mainline leaks were repaired, and 36 hydrants flushed. In May, a five-month project replaced lead services and installed new mainline on Chandler and Stone Avenues, covering approximately 3,000 feet with 65 new services at no cost to customers, replacing century-old mains. The CCR report is available online. In June, 10,664 feet of sewer mains were jetted and 394 feet inspected. As of the end of June, 76.9% of the system is pressure tested, up from 61% at the time of city sale. The representative also updated on Housing Authority matters, with public housing at 97% occupancy (1,360 apartments, 2,609 people). Section 8 utilization is 74% (710 vouchers leased). The Housing Authority is not accepting new Section 8 applications due to insufficient funds. They purchased two vacant parcels in Coopersdale, which have been cleared, reducing city burden. The Housing Authority hall is available for union use.
Councilmember Barber Praises City-Promoted Boxing Match, Community Events
Councilmember Barber commented on the success of the boxing match, noting it was likely the first city-promoted event of its kind and a success. He also praised the parade and the resource fair, particularly the work of the barbers at the fair. He thanked Councilwoman Taylor for her coordination with the barbers.
