Jersey City Planning Board Hears Contested Caven Point Redevelopment Plan Amendments and Site Plan Application
The Jersey City Planning Board heard testimony regarding proposed amendments to the Caven Point redevelopment plan and a preliminary/final major site plan application for 200 Chapel Avenue. Applicant James McCann of Connell Foley represented PY Homes. Objectors included Port Liberte Homeowners Association, represented by Martin Cavalar, and Port Liberte Condominium Association #1 and #3, represented by Cynthia Hajianis and William Rodriguez respectively. A key point of contention was the alleged expiration of the original redevelopment plan from 1984, with objectors arguing it was no longer valid and thus the board lacked jurisdiction. Concerns were also raised about the applicant's obligations regarding maintenance of walkways and roadways, specifically the waterfront walkway. Expert testimony from a planner and an engineer was presented by the objectors, focusing on site plan issues such as circulation, grading, drainage, and potential impacts on neighboring properties during tidal flood events. The applicant's engineer presented rebuttal testimony, including correspondence with the NJDEP regarding stormwater discharge. The matter was carried over to a future meeting for further public comment and deliberations.
