Controversial Zoning Ordinance J42 Officially Withdrawn Following Resident Opposition
Lisa Bassi requested confirmation on the withdrawal of proposed ordinance J42, which would have allowed midblock commercial establishments in all residential zones. She detailed community objections, including letters sent to the council and mayor, a neighborhood meeting where Councilman Cohen discussed concerns, and the ordinance's violation of the current master plan. Bassi expressed confusion regarding communications about the ordinance's status (tabled vs. withdrawn). The Council President confirmed J42 is withdrawn and will not appear on the next agenda, stating that nothing similar would be on the next agenda.
Resident Addresses Gun Safety, Community Events, Sidewalk Maintenance, and Cultural Heritage Months
Manuel Rivera Soler, a resident of Hoboken's sixth ward, thanked the administration and council for CL3 (presumably related to gun safety awareness) and their vote on it. He commended the Stevens students for their participation in city government and hoped they would inspire other young residents. Rivera also thanked the mayor and administration for the well-attended and festive Memorial Day parade. He emphasized the importance of better sidewalk paving, citing personal experience with a disability and a tragic incident involving his brother in Jersey City, urging continuous attention to sidewalk maintenance for seniors, children, and people with disabilities. Rivera also provided social information, noting that May 28th was Italian Republic Day (80th anniversary) and June is Caribbean American Heritage Month, celebrating the contributions of Caribbean residents. He announced the annual Filipino Flag Raising Day on June 12th in Jersey City and extended Happy Pride Month wishes to the LGBTQ+ community, acknowledging Hoboken's diversity.
Hoboken Council Acknowledges Due Debt Service on Major Park and Infrastructure Investments
Council members discussed the city's significant investments in parks, recreation, and infrastructure, totaling nearly $300 million in bonded debt. These include projects like Northwest Park ($150 million), Southwest Park ($10 million+ after grants), 800 Monroe ($10 million+), new DPW and Union Dry Dock ($80 million combined bond), and Union Dry Dock construction ($60 million). The council acknowledged that the debt service for these investments is now due, contributing to the current budget challenges. Investments in public safety (police and fire departments) and public spaces that are considered the 'envy of the state' were also cited as commitments impacting the budget. The council expressed pride in the resulting public spaces but acknowledged the financial obligation.
Hoboken Considers Extended Bar Hours for World Cup Games
An ordinance amending Chapter 68 of the Hoboken City Code regarding alcohol beverage business hours was discussed, specifically to change hours during the World Cup. Manuel Rivera raised concerns about the impact on quality of life for neighbors living near establishments operating extended hours, emphasizing the need for advance notification to affected neighborhoods. He also sought clarification on specific time changes, holiday exceptions, and the meaning of strikethroughs in the ordinance text. The Council President clarified that the ordinance would allow bars to stay open until 3 a.m. on three specific nights for midnight World Cup games, impacting approximately two nights of extended hours.
Gun Violence Awareness Advocate Urges Business Support for Firearm Prohibition
Amy Fochcher, a volunteer for Mom's Demand Action, spoke about gun violence awareness and recent events. She referenced the arrest of an individual with an AR-15 in Hoboken, thanking the resident who reported the noise complaint and the police for their discovery. Fochcher highlighted the need for a federal assault weapons ban and opposition to a national concealed carry mandate, arguing it would allow individuals from states with lax gun laws to carry firearms in New Jersey. She also addressed changes in New Jersey's gun laws since the 2022 Bruin decision, noting a significant increase in concealed carry permits. Mom's Demand Action is educating Hoboken businesses on their right to prohibit firearms on their premises via posted signs, citing research that shows active shootings are less likely in places where guns are prohibited. She urged support for 'Wear Orange' initiatives and participation in the Southwest Fest.
