Town Council Approves New Housing Advisory Committee for Bryant Road Development

Longer-term actions involve implementing public safety improvements in the Caligny area, assessing drone surveillance capabilities, and conducting a public safety delivery assessment. The council also explored options for enhancing partnership with the Beaufort County Sheriff's Office, establishing a prioritized public safety function, or establishing a municipal police department. The discussion highlighted the significant portion of the town's budget allocated to public safety and the ongoing efforts to address community concerns.
Circle Center Property Agreement Amended, Clarifying Uses and Easements
The council considered an amendment to a February 2026 agreement concerning the Circle Center property. The amendment extends the contingency date from March 10th to August 31st, 2026. It also clarifies permitted uses for town property one to include municipal uses, public parking, parks, open space, municipal offices, and emergency services. Additionally, the amendment addresses the termination of a parking and access easement for approximately 20 parking spaces and amends a non-disturbance, non-competition, and use agreement. A separate ordinance was also considered to authorize the execution and delivery of a signed easement for two existing signs on town property.
Town Council Debates Public Safety Strategy, Sheriff's Office Role, and Potential Municipal Police Department
Council members expressed varied perspectives on the town's public safety strategy, particularly regarding the role of the Beaufort County Sheriff's Office and the potential for establishing a municipal police department. Concerns were raised about the effectiveness of the current MOU, the need for boots on the ground, and the timeline for implementing new measures, especially with a new sheriff taking office in January. The discussion also touched upon the need for a strategic public safety plan, addressing youth development, and the importance of transparency and clear communication with the community.
Council Approves Settlement Agreement, Conservation Easements, and Property Purchase
The council moved into executive session to discuss legal advice regarding the Circle Center property agreement. Upon returning, they adopted a resolution authorizing the execution of a settlement agreement related to the case of Hilton Head Island Motor Coach Resort Owners Association, Inc., and the First and South Island Public Service District. They also adopted a resolution authorizing the town manager to execute documents for the purchase of 9.5 acres on Marshland Road for conservation, in partnership with the green space program (50-50 split). Additionally, a resolution was approved to provide funding to the Beaufort County Open Land Trust for a conservation easement on the Simmons Tract, removing 57 development rights from the property.
