Bluffton Streamlines Demolition Process for Non-Contributing Historic Structures
The council considered an amendment to the town's Unified Development Ordinance (UDO) to streamline the process for demolishing non-contributing historic resources. Previously, such demolitions required a Certificate of Appropriateness, a process that could take 60-90 days. The proposed amendment changes this to a 'site feature' administrative process, which has a 5-day review period. This change is based on an updated historic resource survey that identifies contributing and non-contributing structures. For non-contributing resources, applicants will need to provide construction date, ownership history, uses, and property survey. The town historian will review these applications. This amendment aims to reduce delays for necessary demolitions while maintaining oversight. The council held the first reading of the ordinance, with a second reading and public hearing scheduled for the August meeting.
Bluffton Considers Update to Wayfinding Signage System, Presents Three Design Options
The council discussed a proposal to update the town's wayfinding signage system. The current signage, which is 10-12 years old, has lettering that no longer meets DOT reflective standards and is fading. The project aims to either replace or update the existing signage and potentially expand its scope. Three design options were presented by Sky Design, an Atlanta-based firm: 'Bluffton Elevated,' which supplements existing signage; 'Oyster Elegance,' inspired by local architectural styles like shiplap and oyster tabby concrete; and 'Wetlands Minimal,' a more sculptural approach referencing local natural elements and coastal life. The council provided feedback, leaning towards options one and two, with a preference for incorporating elements of the 'Heart of the Low Country' branding. The next steps involve further refining options one and two, gathering feedback from business owners and community groups, and potentially phasing in the updates over future budget years.
