Hartford Amends Zoning Code Regarding Land Use Descriptions and Supplemental Standards
The Common Council adopted proposed ordinance number 1537, which amends Chapter 52 of the zoning code. The amendments involve removing and adding language under section 16.05 of Appendix B, related to Land Use Descriptions and Supplemental Standards. Specifically, two changes were made: 'provided it is' replaced 'sold unless' in one subsection, and 'with prior written' replaced 'without prior' in another subsection. These changes align the zoning code with existing transient merchant license language.
Hartford Common Council Approves Changes to Municipal Code Penalty Provisions and Bond Schedule
The Common Council discussed and approved proposed ordinance number 1540, which amends sections 42.02 and 42.03 of the Municipal Code relating to penalty provisions and bond schedule. This ordinance incorporates changes from state statute 2025 Act 113, allowing municipal courts to increase fees, and streamlines the bond schedule into a more concise table. It also updates penalty provisions for broader applicability and aligns with other codes for additional remedies. The Mid-Marine fees are incorporated by reference, allowing automatic updates without future changes to the code.
Hartford Considers New Regulations for Bicycles, E-bikes, and Scooters
The Common Council reviewed and moved to a second reading Ordinance number 1541, which repeals and recreates Chapter 37 of the code concerning bicycles, electric scooters, play vehicles, skateboards, and inline skates. Key changes include the elimination of bike licenses, incorporation of state statutes, and streamlining of general and specific provisions. The ordinance clarifies rules for operating e-bikes and electric scooters, particularly regarding sidewalk usage. Outside the central business district, operation on sidewalks is permitted with a strong emphasis on yielding to pedestrians, who unequivocally have the right of way. The ordinance also addresses limitations for ticketing individuals under 12, allows for impounding vehicles for violations, and sets rules for parking to ensure clear rights-of-way. Gas-powered vehicles are explicitly excluded as they fall under different state statutes and licensing requirements.
