Council Approves Professional Services Contract and Employee Handbook Amendments
The council reviewed and approved several items related to professional services and personnel. They approved a resolution to award a professional real estate services contract for the 2028 Downtown Main Street Reconstruction Project to MSA Professional Services for $168,875. Additionally, the council approved two resolutions to amend the employee handbook regarding policies and procedures related to compensation, identified as Section A (Exhibit 9868) and Sections B through G (Exhibit 9869).
Council Approves Funding for Utility Extension Projects and Clarifies Project Scope
The council discussed and approved actions related to utility extension projects. This included approving a resolution authorizing borrowing up to $1,100,000 from Exonia Bank for the EMTT utility extension project, with the clarification that it is a general obligation of the city. Additionally, they approved a contract with Forest Landscaping and Construction Incorporated for the Emma utility extension project, for an amount not to exceed $1,472,392.50. During the discussion for the Emma project, it was clarified that the sanitary sewer extension component does not include a city-owned lift station; instead, property owners will be responsible for private grinder pumps at their own expense upon connection.
