Human Services Committee Debates Funding for Pathways to Wellness Program, Ultimately Fails to Pass
The Human Services Committee discussed a funding request for the Pathways to Wellness program, which aims to address chronic hypertension and improve life expectancy in Evanston. There was significant debate regarding the allocation of city funds for research versus direct community intervention. Councilmember Burns advocated for continued research to ensure program effectiveness, citing the expertise of Dr. Lynch from Rush University. Conversely, Councilmember Rogers and other committee members expressed reservations about using city funds for research, preferring to direct all funds towards direct services and suggesting that research funding should be sought from external grants. The Evanston Health Advisory Committee (EHAC) recommended supporting the program's intervention aspects but advised seeking external funding for the extensive research component, emphasizing that cities typically do not fund research at this scale. Ultimately, the funding request for HS2, Pathways to Wellness extension and additional fund requests, failed due to lack of support.
Human Services Committee Approves Ordinances Banning Sweepstakes Kiosks and Authorizes AED Purchase
The Human Services Committee unanimously approved ordinances HS3 and HS4, which aim to prohibit electronic product promotion sweepstakes kiosks. The motion to move these ordinances forward with a neutral recommendation to the City Council passed with a unanimous vote. The committee also approved the purchase of 30 automated external defibrillators (AEDs) for the Evanston Police Department through Resolution 103R26, with a unanimous vote of support.
