Village Council Considers Rezoning of 1020 31st Street Office Building for Apartment Conversion

The Village Council held a first reading and public hearing on a proposed zoning map amendment and planned unit development (PUD) to convert an existing six-story, largely vacant office building at 1020 31st Street into a 184-unit market-rate apartment building. The proposal includes a rezoning from O (Office) to B2PUD (General Retail Business with PUD designation). The applicant is also seeking relief from zoning ordinances for building height and floor area ratio due to the adaptive reuse nature of the project. Several council members and residents expressed concerns about the potential impact on schools, traffic, infrastructure, and the character of the surrounding neighborhoods. The council is gathering additional information and will continue the discussion at a future meeting.
