DeSoto Orders Demolition of Severely Neglected Property on Wintergreen Road

The DeSoto Building and Standards Commission convened a public hearing to address a substandard property located at 301 East Wintergreen Road. The commission heard testimony from the city's building official, Andrew Lipscomb, detailing the severe neglect and deterioration of the property, including significant roof damage, deteriorated siding, boarded windows, graffiti, and trash accumulation in outbuildings. Despite multiple code enforcement cases dating back to 2009, the property owner, Greta Turner Burton, has not addressed the violations. The commission found the property to be substandard and a public nuisance, ordering the owner to demolish all structures on the property within 30 days. If the owner fails to comply, the city is authorized to demolish the structures and charge the costs as a lien. The commission also agreed to impose an administrative penalty not to exceed $500 per day for non-compliance, in addition to recovery costs.
