Motorized Vessel Exclusion Zone Approved for St. John's River Near Alexander Island Park
The City Council approved the first reading of Ordinance 04-2026, which establishes a motorized vessel exclusion zone in a portion of the St. John's River adjacent to Alexander Island Park. This ordinance revises the statutory basis for the zone from a canoe trail designation to a public bathing beach or swim area designation, maintaining the original intent of improving public safety, protecting environmental resources, and enhancing recreational experiences for park visitors engaged in non-motorized activities. The ordinance does not alter the zone's location or purpose but provides a more appropriate statutory basis as advised by the Florida Fish and Wildlife Conservation Commission during the permitting process. Future costs for waterway markers and signage will be addressed through parks and recreation budgets. Council members expressed support, emphasizing the need for safety and preserving non-motorized use.
DeBary City Council Adopts Proposed Millage Rate of 3.65 for FY 2026-2027
The City Council reviewed and adopted Resolution 2026-04, setting the proposed ad valorem millage rate at 3.65 for fiscal year 2026-2027 and scheduling the tentative budget hearing for September 9, 2026. The proposed millage rate of 3.65 is recommended to remain the same as the previous year. The city manager presented a detailed budget overview, highlighting historical millage rates, comparisons with neighboring cities, median income trends, and projected revenues and expenses. Key financial discussions included an increase in public safety costs, a transfer from the franchise fee fund, and reserve fund amounts. The budget also proposes a 3.5% salary increase for personnel, aligning with municipal competitors and the CPI. The law enforcement contract is increasing by $350,000, and fire services show a significant initial estimate increase of $783,000 due to contract services, salary benefits, retirement, and equipment purchases, including a new fire truck.
