Carolyn Roll, Director of Community Development, explained that the item was previously postponed at the applicant's request to address conditions of approval from the Planning and Zoning Board, specifically regarding drainage calculations. Staff anticipates the applicant will meet these requirements by the next meeting. Therefore, staff requested the commission extend the postponement of the public hearing to the August 24th commission meeting.

This indicates a majority preference for proceeding with the higher proposed millage rate.
Resident Reports Severe 'Rogue Water' Flooding, Cites Drainage Issues and Need for Resolution
Lisa Roney presented a case of severe flooding at the corner of Vista, Wilma, and Seneca, which began to significantly impact properties around the time of Hurricane Ian in 2022. While initially attributed to heavy rains and a detention pond overflowing, it has since become clear that a 'rogue water' source is funneling water into yards and streets, creating hazards and necessitating flood insurance despite not being in a designated flood zone.
