City Manager Updates on Website Launch, Wastewater Facility Groundbreaking, and Project Progress
The city manager provided updates on several fronts. The new city website was launched on July 1st, described as more user-friendly and modern, though some minor 'housekeeping items' are still being addressed. Sediment removal from all ponds has been completed, with restoration and site cleanup underway. A groundbreaking ceremony for the new East Wastewater Treatment Facility is scheduled for July 21st at 9 AM, marking a significant milestone for the city. The city attorney also noted that a representative requested to provide an update on August 10th will instead be present on August 24th.
Winter Springs City Commission Debates and Approves 2026-2027 Operating Millage Rate
The City Commission debated and ultimately voted on the proposed operating millage rate for Fiscal Year 2026-2027. While staff recommended maintaining the rate at 2.62 mills, Commissioner Diaz proposed adopting the rollback rate of 2.5160 mills to keep tax burdens the same for residents. This led to a lengthy discussion about the implications of both rates, including potential service cuts versus tax increases, the impact of inflation, and the need to find alternative revenue sources. Ultimately, a motion to adopt the resolution with the 2.5160 mills rate failed, and the motion to approve the proposed operating millage rate of 2.62 mills passed.
Veto City Church Parking Item Postponed to August 24th for Applicant to Address Conditions
The commission considered item 400A, veto city church overflow parking. Carolyn Roll, Director of Community Development, explained that the item was previously postponed at the applicant's request to address conditions of approval from the Planning and Zoning Board, specifically regarding drainage calculations. Staff anticipates the applicant will meet these requirements by the next meeting. Therefore, staff requested the commission extend the postponement of the public hearing to the August 24th commission meeting.
City Commission Votes Against Lowering Proposed Millage Rate to 2.5160 Mills
Commissioner Diaz proposed adopting a 2.5160 mills rate for the operating millage, aiming to keep tax burdens the same for residents, which would result in approximately $450,000 less revenue compared to the proposed 2.62 mills rate. This motion was seconded by Commissioner Caruso. The vote resulted in a 3-2 split against the motion, with Commissioners Caruso and Diaz voting 'yes,' and Commissioners Baker, Bruce, and Deputy Mayor Resnick voting 'no.' This indicates a majority preference for proceeding with the higher proposed millage rate.
Resident Reports Severe 'Rogue Water' Flooding, Cites Drainage Issues and Need for Resolution
Lisa Roney presented a case of severe flooding at the corner of Vista, Wilma, and Seneca, which began to significantly impact properties around the time of Hurricane Ian in 2022. While initially attributed to heavy rains and a detention pond overflowing, it has since become clear that a 'rogue water' source is funneling water into yards and streets, creating hazards and necessitating flood insurance despite not being in a designated flood zone. Roney expressed gratitude for the increased attention from city staff and officials, including Commissioner Caruso and others, who are investigating the issue with Seminole County, emphasizing that this is not a normal homeowner issue but a result of water being channeled from elsewhere.
