City Council Denies Navarro CAD's 2027 Proposed Operating Budget

The City Council voted to deny the proposed 2027 operating budget for the Navarro Central Appraisal District (CAD). The proposed budget of $2,583,870 represented an increase of $147,990 over the previous year. The city's share of this cost was projected to be $290,646.36, an increase of $16,646. Council members expressed concern over the significant increase in costs since 2020, when the city's contribution was $164,000. The denial occurred because no representative from the CAD was present to answer questions.

The City Council approved awarding a contract to Knife River for the 2026 Capitol Street Improvement Project. Bids were received for the project, which includes milling and overlaying streets and applying seal coats to prolong asphalt life. Decommissioned Police Vehicle Donated to Corsicana ISD for Criminal Justice Program

The City Council approved the donation of a decommissioned police vehicle, Unit 2002, to the Corsicana ISD for its criminal justice program. The vehicle is at the end of its service life for patrol duties due to safety concerns. The ISD's program prepares students for careers in law enforcement and criminal justice, and the donated vehicle will be used for hands-on training, including traffic stops, de-escalation techniques, and nighttime operation simulations. This donation supports the educational initiatives of the school district and strengthens the relationship between the city's police department and the community's youth.

City Council Approves Revisions to Housing Infill Program, Prioritizing Local Residents

The City Council considered and approved changes to the Housing Infill Program. Key changes include a 60-day application priority for residents with zip codes 75110 and 75109 after a lot is added to the program, after which the restriction is lifted. Applicants must now submit a site plan, a letter of financial institution approval, and a completed application with a $50 fee for utility investigations. Approved applicants have 90 days from closing to submit building permit plans, with failure leading to title reacquisition by the city. The city also seeks approval from taxing entities (Navarro County, Corsicana ISD, Navarro College) to fully administer the program independently.
