City Receives Grant Funding Update from Merchant McIntyre Partnership

City Council Approves First Reading of Zoning and Land Use Change for Grissom Parkway Parcel

Ordinance 08-2026 amends the future land use map from Brevard County Residential 4 to City of Cocoa Industrial. Ordinance 09-2026 amends the zoning map from Brevard County General Use to City of Cocoa M2 Manufacturing and Industrial. Both ordinances are conditioned upon the successful annexation of the parcel into the city, as proposed in Ordinance 07-2026, which is scheduled for its second reading on July 28th. Staff indicated that the proposed industrial development would positively impact the city's economic base and align with its industrial character, with a required buffer wall between the uses to be addressed at the site plan level.
Resident Voices Safety Concerns on Johnson and Bernard Streets, Cites Reckless Driving and Lack of Sidewalks
Carmen Wilkes raised concerns about safety on Johnson and Bernard Streets, particularly regarding a resident who reportedly spins tires dangerously with a Mustang on Bernard Street, which lacks sidewalks. She requested increased Cocoa PD presence and suggested speed bumps or flashing lights on Johnson and Bernard Streets to prevent potential injuries. Council Member Hearn and Mayor Blake acknowledged the concerns, with Hearn noting he also received anonymous letters about similar safety issues and that measures like flashing lights and speed tables have been implemented on other streets. He mentioned contacting the Police Chief about these issues and is glad citizens are stepping up.
City Council Approves Amended SHIP LHAP, Incorporating Manufactured Housing Strategies
The City Council approved the amended State Fiscal Year (SFY) 2025-2028 State Housing Initiatives Partnership (SHIP) Program Local Housing Assistance Plan (LHAP) and its submission to the Florida Housing Finance Corporation. Due to Senate Bill 594, the updated LHAP must include strategies addressing manufactured housing and mobile homes, such as relocation assistance, lot rent assistance, and rehabilitation. While the city is not mandated to expend funds on these specific strategies given its limited SHIP funds (approx. $149,000 annually), these are required components of the plan for fiscal years 2026-27 and beyond. The priority remains assisting homeowners with rehabilitation.
Resident Urges Immediate Action on Dangerous Intersection at School Street and Pinita Street
Betty Kelly reported a dangerous situation at the corner of School Street and Pinita Street, citing frequent accidents, including one fatality years ago, due to poor parking arrangements and limited visibility. She explained that parked vehicles, particularly SUVs, obstruct the view of oncoming traffic when exiting School Street. Kelly proposed changing the parking orientation from east-west to north-south to improve visibility and prevent accidents. She urged the city to address this ASAP, emphasizing the ongoing nature of the problem with multiple recent accidents, including one involving her sister.
