November Proclaimed Hospice and Palliative Care Month; St. Francis Hospice Honored
The City Council proclaimed November 2025 as Hospice and Palliative Care Month, recognizing St. Francis Hospice for their service since 1977. Liz Vandenberg and Benika Warren accepted the proclamation. St. Francis Hospice is the oldest independent, not-for-profit hospice in Brevard County and the second oldest in Florida, providing compassionate end-of-life care, symptom management, and grief support services to over 2,800 patients annually across Brevard County. They operate an inpatient unit in Titusville and one within Orlando Health Melbourne Hospital.
City Approves $473K for Water Main Relocation in Bow Gardens Project
The City Council approved the utilization of the city's horizontal directional drilling (HDD) services contract with Concurrent Environmental Services LLC of Rockledge, Florida, for the relocation of water mains in support of the Bow Gardens K1K2 resurfacing and restoration project. The original roadway reconstruction plan required replacement of the water mains due to inadequate depth (shallower than the typical three feet) and the fragility of the existing asbestos cement mains. The relocation will involve replacing approximately 2,745 feet of 6-inch water main, installing line stops, dewatering, and replacing six fire hydrants. The cost for this work is $473,301.81, funded through the capital improvement project budget (64619).
Council Addresses Public Concerns Regarding Alleged Death Threats and Calls for Accountability
Multiple residents spoke during public comment regarding an alleged incident on September 24, 2025, where former Councilwoman Yvonne Minas reportedly made death threats against Vice Mayor David Newman. Speakers included Margaret Keevney, Chalet Gierman, Austin Economo, Sean Paul Reyes, Cody Johnson, Stephen Borgman, Kai Harrelson, Garrett Jacobelis, Ethan Perkey, Danielle Lindsay, Tyler White, Dr. Ray Shackelford, Giselle Saheli, Brady Flanders, Jack Aramillo, and David Outlaw. City Council Approves Ordinance for Honorary Street Naming

The cost for signs is estimated at $124 per sign, plus $62 for background checks per applicant. The council also confirmed existing criteria for official renaming, such as a five-year waiting period after death and requiring a biography, remain in place.
City Approves $296K Contract for Traffic Signal Retiming Services
The City Council approved Task Order number two with Iteris Inc. of Tampa, Florida, for citywide traffic signal retiming services. The not-to-exceed amount for this task order is $296,728.62. This project is part of the city's ongoing efforts to monitor and improve traffic flow by adjusting signal timing to account for changing traffic patterns and volumes due to development and driving habits. The city partners with the Florida Department of Transportation (FDOT) and funds weekend traffic counts and the retiming of an additional 17 intersections not covered by FDOT's weekday-only retiming. Funding is available within the capital improvement project budget (64425).
