City Approves Contract for Thornton Road Design Services
The City Council approved a resolution to award a contract to Horrock LLC for design services for Thornton Road, specifically from Main Street north to Cottonwood Lane. This contract covers the design of the south portion of Thornton Road, from Gila Bend Highway north to the railroad tracks. A previously received grant of $4,054,390 was insufficient to cover the cost of the north half and railroad crossing, but is now sufficient to complete both the north and south halves of the roadway, excluding the railroad crossing. Staff is seeking additional funding for the railroad crossing component. The approved contract is for the design of the south half.
City Council Discusses Proposition 207 Claim Over Data Center Zoning
The Mayor and Council considered a Proposition 207 notice of claim related to the city's zoning ordinance requiring a conditional use permit for data center development. Staff presented options for resolving the claim, including repealing the ordinance, paying compensation, defending in court, or granting a waiver. Staff recommended a waiver with operational restrictions to resolve the claim while maintaining the city's policy for future data center development. Discussions with property owners regarding the waiver and its conditions, such as water usage, power generation, noise mitigation, and community benefits, are ongoing and expected to be finalized for council consideration on August 3rd. The waiver would apply only to the affected property and not change the city's zoning code or apply to future proposals. A website, Engage Casagrand, was created for public information and comments.
Council Approves Wireless Telecommunication Facility in Mission Valley PAD
The City Council reviewed a request for a Major Amendment to the Mission Valley Unit 1 Planned Area Development (PAD) to permit a wireless telecommunication facility. The proposed 85-foot-tall facility, disguised as a faux eucalyptus tree, would be located within an 18-acre HOA tract, approximately 138 feet from the nearest residence. Staff presented the proposal, highlighting its compliance with general plan goals and compatibility with surrounding uses, including the HOA's notification efforts and participation in meetings where concerns were addressed. The applicant and HOA president confirmed the need for improved wireless coverage in the area and stated that the concealment method was chosen as the best option among alternatives. The Planning Commission recommended approval of the PAD amendment (4-3 vote). The Council discussed aesthetics, maintenance, and the need for wireless service, ultimately approving the ordinance.
City Council Approves Rezoning to I-2 for Industrial Development with Data Center Restriction
The City Council considered a request for a minor General Plan amendment to change the land use designation from 'Downtown' to 'Manufacturing and Industry' for approximately 25 acres, and a zone change from I-1 (Light Industrial) to I-2 (General Industrial) for approximately 49 acres at the northwest corner of Florence Street and Peters Road. Staff recommended approval of both, highlighting the need for I-2 zoning to attract high-paying jobs and advanced manufacturing, consistent with the city's economic development goals. Conditions were proposed to mitigate compatibility concerns with the adjacent downtown area, including restrictions on volatile/explosive materials and screening. The applicant agreed to a stipulation prohibiting data center development on the site. The Planning and Zoning Commission had previously recommended denial for both the General Plan amendment and the zone change, but the applicant requested council review. The resolution for the General Plan amendment passed with one dissenting vote, while the ordinance for the zone change also passed with one dissenting vote, with the added stipulation of no data center use.
City Approves Contract for Enhanced Downtown Lighting Project
The City Council approved a resolution to award a contract to Utility Construction Company Inc. for additional downtown lighting. The project, initially planned in three phases, combines Phase 1 and Phase 2 of construction this fiscal year to minimize disruption and costs. This will add 44 new light poles to the downtown area, covering portions of Florence, Marshall, Maricopa, Sakatone, 2nd, 3rd, and 4th Streets. The design by Riot Engineering ensures lighting levels meet Illuminating Engineering Society standards for pedestrian and general safety. Construction is scheduled from October 2026 to June 2027, with public outreach in September and October 2026. The total contract cost is $1,744,624, with an additional $53,837 requested for contingency.
