Stormwater project moves forward after updated environmental review.
The Stormwater Project report indicated that Barton and Judzas provided updated state forms due to recent changes. The full impact statement was modified to include two new items: 'impact on disadvantaged communities' and 'future physical climate.' While these additions were made, the conclusions remained the same, with all checked items indicating 'no' or 'small impact.' The report noted that the area of disturbance would be on the south side of State Street, adjacent to but not within an environmental justice area, and the impact would be minimal. A resolution was passed authorizing the project to proceed without a full environmental impact statement, deeming it to have no significant adverse environmental impact. The project involves moving supplies, including rubber material, and will require digging across a fairway of the golf course, impacting a section of the running trail.
Residents decry town hall's inaccessibility for disabled individuals, demand improvements.
During the public comment period, multiple residents voiced significant concerns and frustrations regarding the inaccessibility of the town hall building for individuals with disabilities. Speakers detailed personal experiences of difficulty, humiliation, and professional inadequacy when trying to access services and participate in meetings due to architectural barriers such as stairs without adequate alternative access, inaccessible counter heights, and improperly designed or located handicap parking. The repeated theme was that the building, constructed in the 1960s and long after the passage of the ADA, fails to meet basic accessibility standards, which prevents a significant portion of the community from fully engaging civically and accessing necessary services. Speakers called for immediate action to address these issues, including the potential installation of an elevator or other accessible means of vertical transport, relocation of services, and adherence to legal requirements. The town board acknowledged the feedback, noting that decisions about the building are joint ones with the village and that building issues are already on the agenda for an upcoming joint meeting.
Travel approved for training programs; voucher payments authorized.
The board approved travel for Megan Christine to attend the Fall Training School in Saratoga from September 14th to 18th. Another travel request for Lee to attend the Community Transformation Workshop in Burlington from August 17th to 20th was also approved. The board also approved authorizing payment of vouchers and transfer of funds.
Tree planting ceremony and community garden progress discussed.
The Tree Committee reported on a tree dedication ceremony held on July 2nd at the high school, where four trees were planted in front of the school and marked with a placard. The committee also discussed ongoing work on a community garden, including weeding efforts and the installation of an irrigation system with a water tote, timer, and soaker hoses. The irrigation equipment was largely donated or funded by grants, with the fire department assisting in filling the water tote. The goal is to eventually make the garden self-sustaining by collecting rainwater. The committee is also considering freshening up the garden area around Syrus Wright's monument. Separately, the Waterfront Advisory Committee and the Complete Streets Task Force did not meet.
Golf course financial sustainability and communication challenges addressed.
The town board acknowledged receiving anonymous letters concerning the golf course's expenses versus revenue. While anonymous letters typically receive little attention, these became public after being posted on the bulletin board. A meeting is scheduled for July 21st regarding the golf course membership. The board emphasized that their goal is not to close the golf course but to make it financially sustainable, ideally breaking even rather than operating at a deficit. They noted recent staffing challenges at the golf course, with a long-time employee retiring and subsequent hires leaving, leaving Tim to manage operations. The board encouraged direct communication with the golf committee or board members to address concerns rather than relying on social media or anonymous letters, highlighting that communication problems often stem from one-way information dissemination.
