Federal Highway Bill Proposal Could Streamline Transportation Funding to Municipalities
A proposal is being considered to allow federal transportation funds to flow directly to municipalities (via CAP – the Coordinating Agency for Planning) bypassing the state Department of Transportation (IDOT). This change, if enacted through the 'Build America 250' highway bill, could significantly speed up project timelines by potentially saving six months to a year on allocations and reducing administrative delays, as CAP handles project review and audits.
McDonald Road Resurfacing Projects Contingent on 2030 Funding; Design Engineering to Advance
Two sections of McDonald Road have submitted applications for resurfacing under a contingency program, with construction planned for 2030. To expedite this, the village proposes advancing design engineering to potentially move the projects from contingency to active funding. The Public Works Committee supported this approach. The two sections are identified as west of Route 47 to east of Kendall Road, and east of Quoran to the eastern village limits east of Farland.
Harley Road Bridge Project Enters Design Phase with Estimated $5.5 Million Construction Cost
The bridge over the UP Railroad on Harley Road is moving into Phase II design engineering. Phase I report has been completed, led by Lechbury Township. The village will take over the bridge's maintenance. The estimated construction cost is $5.5 million, with an 80/20 federal/local funding split. This estimate does not include engineering or right-of-way costs.
Hampton Hills Road Project Aims for Earlier Construction
The central section of Hampton Hills Road, between Town Hall Road and Leox Road, is undergoing design with federal grant funding. The goal is to advance construction from its current 2029 schedule to potentially 2027 or 2028, depending on funding flexibility. Design engineering is currently underway.
2026 Road Program Progresses, Bids to be Opened June 12th
The 2026 road program, funded by KCOM, is scheduled for a state letting on June 12th. The village board will be asked for concurrence on the award on June 16th. Construction is expected to begin in late July, with completion targeted for the fall. This project was approved about a month prior as part of the 2025 road program.
