Residents Raise Concerns Over Ebike Dangers, Truck Cut-Throughs, and Speeding

John Quarter reported frequent and dangerous activity by ebikes, including running stop signs, performing stunts, and aggressive behavior towards residents, occurring on both sidewalks and streets. He also highlighted a significant problem with semi-trucks using residential streets as cut-throughs, particularly between Lake Street and Route 59 in the early morning hours, despite posted signage. Additionally, speeding cars on Lake Street near the Law Cabin were noted as a serious safety hazard. The board acknowledged these issues and indicated that some would be discussed later, with specific attention to the truck traffic by contacting Officer Sweeney and the ebike concerns being placed on the new business agenda.
Village Board to Draft Ordinance Addressing Ebike and Scooter Safety Concerns
The village board discussed concerns regarding the operation of electric bikes (ebikes) and scooters within the village, prompted by resident complaints about unsafe behavior such as running stop signs, doing wheelies, and riding in packs. Trustee Dy proposed an ordinance to address these issues proactively, aiming to enhance resident safety by establishing clear regulations on ebike and scooter use, including restrictions on sidewalk riding, passenger limits, age restrictions for operators, helmet requirements for minors, and speed limits on roadways. The proposal also includes graduated fines for repeat offenders and accountability for parents/guardians of minors. The board acknowledged the growing prevalence of these devices and the need for immediate action before serious incidents occur. Staff will prepare an ordinance that incorporates state-mandated minimums and additional proposed safety measures for board review.
Village Approves New Class W Liquor License for Micro-Wineries
The village board approved a new Class W liquor license, designed for micro-wineries. This license will permit the production of up to 50,000 gallons of wine per calendar year. The operating hours for sales will be from 9 a.m. to 11 p.m. on Sundays through Thursdays, and extended to midnight on Fridays and Saturdays. The cost for this license is $1,000. The board moved to approve Ordinance 2026-70, which amends the municipal code to create this new license classification for micro-wineries. This ordinance was approved with a motion by Trustee Dy and a second by Trustee Leaport, passing unanimously.
