DuPage County Allocates Additional $4.8 Million to Combat Food Insecurity

Greg Sarzi, a DuPage County Board member, provided an update on the county's initiatives to combat food insecurity. He highlighted that since COVID-19, food insecurity has worsened. The DuPage County Board has allocated significant funds over the past six years to address this issue, including direct food purchases, capital investments in refrigerated trucks, delivery vans, shelving, refrigerators, and freezers, as well as direct cash grants to food pantries. In April, the county approved an additional $4.8 million for food insecurity initiatives. This funding includes $2 million for the Northern Illinois Food Bank for direct food distribution to county pantries, $2.5 million as a capital grant to Loaves and Fishes in Naperville to expand their facility for increased storage capacity (especially cold storage) for all DuPage County pantries, and $300,000 to the Conservation Foundation to enhance a farm-to-pantry program. An additional $2 million is being considered as a challenge grant for transformational projects by other pantries. Sarzi emphasized the ongoing commitment of DuPage County to address food insecurity.

Village Board Approves Multiple Procurement Contracts for Infrastructure Projects

The village board approved several procurement items as part of the consent agenda. These included authorization for an emergency purchase and proposal approval from Dami Mechanical Industries, Inc. for the replacement of the Road pump station vacuum priming system for $84,888. Approval was also given to purchase two 2026 Peterbuilt 548 single axle dump truck cab and chassis units from JX Peterbilt for $277,726.0. Additionally, a construction contract for the Old Gary Avenue reconstruction and culvert replacement project was awarded to Lamp Concrete Contractors, Inc. at the bid unit prices proposed. An agreement with Strand Associates, Inc. was approved for Phase 3 professional engineering services for the same project, not to exceed $147,520. Finally, a contract waiver and award to American Road Maintenance for the 2026 asphalt rejuvenator project was approved, not to exceed $372,596.16.

Concerns Raised Over Unsafe E-bike Usage by Minors; New State Legislation Pending

He urged parents to take responsibility for ensuring their children adhere to existing ordinances and ride safely. This discussion was prompted by the mention of new legislation for e-bikes being passed in Springfield, which will require the village to review and potentially adjust its own ordinances. The village attorney confirmed that amendments to the Illinois Vehicle Code for e-bikes have passed, and the village will need to review its ordinances accordingly.

Fourth of July Parade Accepting Donations for Community Celebration

The village is continuing its tradition of hosting a Fourth of July parade and is currently accepting donations for the event. Items can be dropped off at 371 Canyon and 1214 Easton in Carol Stream. The proceeds from the drive will support the parade. The event aims to celebrate the 250th birthday of the country and is being organized to be one of the best parades ever. Trustee McCarthy thanked Greg from the county for his work on food insecurity and emphasized that hunger should not be a political issue, given the amount of food waste in the country.

Illinois Legislature Passes Largest Budget in History, Approves E-bike Regulations and Other Measures

The village attorney provided an update on legislative actions in Illinois. Key points included the passage of a $55.9 billion state budget, the largest in Illinois history, which includes $800 million in new corporate taxes that will indirectly affect consumers. The budget also reduced funding to state retirement systems, including IMRF, by $5.4 million. However, the local government distributive fund share was preserved at last year's amount, though still significantly less than its original level. Other legislative actions mentioned include amendments to the Illinois Vehicle Code for e-bikes, an Artificial Intelligence Safety Act, restrictions on residential lease fees, electronic filing of local government budgets, and changes to mandated building surveys for skylights (now only applying to new buildings). New legislation also requires school boards to adopt policies banning cell phones in classrooms. Several bills that were not passed are expected to be revisited. The attorney noted that the passage of these bills, particularly those impacting local municipalities, was influenced by advocacy from municipal leagues and COGS.
