Active Transportation Commission Updates Council on E-bike Ordinance and Future Projects
The Betavia Active Transportation Advisory Commission presented its quarterly update, highlighting the e-bike mobility ordinance passed in March as their most visible initiative. They noted that e-bikes and e-scooters are a primary concern for community members. The ordinance emphasizes education over prohibition and is intended as a model for other communities. The commission also discussed ongoing community outreach efforts and future projects, including the Randall Road pedestrian overpass.
Fire Department Receives Equipment Grant; Police Enhance Autism Response Training
The Bavia Fire Department received a $21,000 equipment grant from the Illinois State Fire Marshall for a Lucas 3 chest compression system. The police department completed autism-informed response training for all sworn members to better assist individuals with autism or communication challenges, furthering their commitment to the blue envelope program. The police department also announced a 'Coffee with a Cop' event on June 4th at the Betavia Creamery.
Redevelopment Agreement Approved for 72-Unit Affordable Housing Project
The council authorized a redevelopment agreement with Fox River Affordable Housing Corporation for a 72-unit workforce and affordable housing project at 400 South River Street. The agreement includes up to $1 million in TIF assistance, a payment in lieu of taxes to offset property tax loss, and a clawback provision. Construction is expected to take 14 months after a projected July closing.
City Approves Agreement for Downtown Building Condition Assessment
The council approved a professional services agreement with JLK Architects for an exterior building condition assessment of 75 significant properties in the downtown area. The project aims to prevent demolition by neglect and inform future preservation efforts. Phase one covers exterior assessments, while phase two will focus on contributing and landmark structures, pending grant funding.
City Highlights Grant Successes, Tree Program, Water Quality Award, and New Public Restroom
During the City Council updates, it was reported that the city has secured approximately $10 million in external grant funding over two years, with a $4.5 million local match, facilitating $14.5 million worth of projects. The city also updated its Parkway Tree program website, subsidizing trees to $30 each using bag fee funds. The water department received the 2025 award for perfect fluoridation for the tenth consecutive year. Additionally, an urban blue restroom was delivered for installation on North River Street to serve events and enhance bicycle/pedestrian traffic.
