City Center Project Secures Reduced Side Setbacks for Residential Lots

The Planning Commission had recommended approval with a five-to-two vote. Some council members expressed concern about the number of variances already granted to this development.

The council officially swore in Paul George as the new Chief of Police for Bullhead City. Community Mural from Freedom Festival Finds Potential Homes in Bullhead City
The council received a presentation and expressed appreciation for the mural created by the River Valley Artists Guild for the America 250 Freedom Festival. The mural, painted by at least 75 community members, is being prepared for a plaque detailing the participants' names and ages. While the final location for the mural is still being determined, potential sites include the Chaparral, Optimum Center, and Senior Center. The city manager and the artist, Victoria, thanked the guild and Jessica for their collaboration on this community art project.
Bullhead City Police Department to Acquire Seven New Vehicles Through Cooperative Agreement
The council approved the purchase of seven vehicles for the police department from Phil Long Dealership through the TIPS Cooperative. The total cost, including tax, is $429,288.23. Five vehicles will be for patrol use and two for command staff. This purchase aims to replace aging fleet vehicles and free up existing vehicles for new Community Service Aid (CSA) positions, allowing patrol officers to focus more on fighting crime. The purchase was made under cooperative pricing, which was noted as being the most cost-effective option due to long lead times for specialized police vehicles. The final cost came in approximately $9,100 under the budgeted amount.
Trails of Black Mountain Project Receives Zoning Extension, Road Connection Discussed
The council approved a request to extend the zoning approval for the 'Trails of Black Mountain' project. This project, located behind the Riverview Mall and City Square, spans approximately 223 acres and includes zoning for commercial, single-family residential, and multi-family residential uses. The council had previously approved the project in 2022 and granted a first extension in 2024. Since the last extension, the applicant has submitted a traffic report and a geotechnical report, and anticipates submitting a preliminary plat within the next couple of months. A key discussion point involved the potential connection of Arcadia Road to Black Mountain Road, with the council expressing a desire to explore options for this infrastructure improvement, potentially through city intervention or agreements with adjacent developers.
