City Council Updates Conflict of Interest Disclosures, Tables Park Improvement Bills, and Discusses Signage
The council adopted Ordinance 26-32, which readopts sections 105.500 through 105.540 of the city code relating to conflicts of interest and financial disclosures. This ordinance is a bi-annual update required by Missouri Ethics Law, allowing public officials to submit a shorter disclosure form. Additionally, the council reviewed and moved to table two bills: Bill 6556, authorizing an agreement with Ideal Landscape for general improvements at Hallibush Park for $360,766.21, and Bill 6557, authorizing an agreement with Stormwater Erosion Specialties and Excavation Inc. for lake dredging at Hellbush Park for $24,575. The council also discussed ongoing efforts to update city signage, including welcome signs and directional signs, and addressed the issue of obsolete signs within the city, noting that enforcement may require contracting with sign companies if property owners do not comply.
Council Approves Emergency Fuel System Repair and Additional Sodium Chloride Supplier
The council approved an emergency repair for the government center's fuel system, authorizing an expenditure of $11,185.29 to United Petroleum for replacing the motor and suction pump on the fueling point. This repair is necessary because the current system is not working due to the hot temperatures causing vapor lock, forcing police cars and the senior van to use the garage for fueling. The expense is not budgeted and will be covered by a different account. The existing fuel system, manufactured in 2009, is original to the building and considered to have reached the end of its lifespan. Separately, the council approved Compass Minerals America, Inc. as an additional supplier of sodium chloride for the 2027-2028 period, in accordance with their bid of June 25, 2026.
City Council Discusses E-bike Safety, New Police Officer, and Cannabis Regulations
The council meeting addressed several public safety concerns, including an incident involving electric bikes (e-bikes) where a rider collided with a vehicle, causing damage and injury, and led to a potential insurance claim against the vehicle owner. The resident expressed concern about the safety and regulation of e-bikes, particularly with underage riders on sidewalks and streets. The council also heard from the Police Chief regarding the introduction of a new officer, Tanner Lichfield, and the ongoing service calls for a business named Terminal 3. Additionally, discussions touched upon the legal framework for cannabis use, its restrictions in public spaces and vehicles, and the enforcement of such regulations. The police department's existing ordinance regarding e-bikes was also clarified as requiring only a valid license for operation on public roads.
Special Use Permit Amendment for Outdoor Seating Discussed Amidst Code Violation Concerns
The council held a public hearing and discussed an application (26PZ-05) to amend a special use permit for outdoor seating and dining at 12207 Unit A, Natural Bridge Road, in a B2 Community Business District. The Planning Commission recommended approval with conditions, including stipulations on the seating area's limits, perimeter fencing, maintenance, ADA access, and noise. Concerns were raised regarding outstanding code violations on the property, which were detailed to include issues with signage, dumpster screening, illegally parked trailers, storage containers, trailers on grass, and deteriorating metal posts. The discussion also addressed the business's indoor and outdoor capacity, with clarification that the interior capacity is 99 and the exterior capacity is unlimited, leading to some confusion among council members. Questions were also raised about the removal of sidewalk sections and past incidents of vehicles driving into storefronts, with the applicant stating they are not the owner of that building and that sidewalk removal was due to cracking and safety concerns.
Park Improvement Bills Tabled; Fall Fest Fireworks Rescheduled; Summer Events Announced
The Parks and Recreation Director, Brendan King, thanked numerous individuals and groups for the success of the Independence Day parade, including St. Louis Chrysler Dodge Jeep Ram, Mark Msati, Leonardo DRS, and Republic Services. He mentioned that post-parade meetings and survey feedback are used for annual improvements. The fireworks for the Fall Fest have been rescheduled to Friday, October 2nd, at BMAC from 6:00 PM to 8:30 PM. A 'Dive In Movie' event is scheduled for Friday, July 31st, at the outdoor pool, featuring 'Lilo & Stitch,' with tickets available at the rec center starting Monday. The council also discussed and tabled two bills related to park improvements: Bill 6556 for general improvements at Hallibush Park ($360,766.21) and Bill 6557 for lake dredging at Hellbush Park ($24,575).
