River Bluffs Plat 1 Moves Forward with 51 Residential Lots
The council reviewed the final plat for River Bluffs Plat 1, which includes 51 lots in a Planned Development Residential District (PDR). The petitioner, Zach Mueller from McBride, presented the plat. Council members raised questions regarding buffer zones between properties and common ground, potential fence lines abutting common areas, and grading along slopes. Holistic Clinic Seeks Special Use for Oversized Sign
A public hearing was held for ordinance number 9184 regarding Dr. Yaqui's DBA Dr. Yaki Rafa Elohim holistic clinic's request for a special use permit to install a wall sign exceeding 40 square feet in an AB5 Planned Commercial District at 660 Charbonier. The council discussed the unusual circumstances and special circumstances for such an amendment, with Councilman Egan noting he did not see anything unusual about the building or business. The public hearing was closed without further action after no one from the audience or council wished to comment further.
Equitable Sharing Funds Approved for Police Equipment Purchase
The council approved Bill number 10248, an ordinance appropriating equitable sharing agreement funds for the purchase of police equipment. After a second reading moved by Councilman Shildroth and seconded by Councilman Manganelli, Councilman Egan moved for a third reading, seconded by Councilman Pagano. The final vote was unanimous, with all council members voting 'Yes.'
H.R. Green Inc. Awarded Supplemental Agreement for Malamfe Road Project
The council approved Bill number 10250, an ordinance authorizing the mayor to execute a supplemental agreement with H.R. Green Incorporated for construction engineering and inspection services for the Malamfe Road Improvement Project. The ordinance passed with a unanimous 'Aye' vote on its third reading. Councilman Shildroth moved for the second reading, seconded by Councilman Caputa. He then moved for the third reading, seconded by Councilman Caputa. The final roll call vote confirmed unanimous approval.
STL Fish and Chicken Grill Seeks Special Use Permit for Takeout Restaurant
The council held a public hearing for WFM LLC DBA STL Fish and Chicken Grill's request for a special use permit to operate a quick-service restaurant at 12745 New Halls Ferry Road in a B2 Central Business District. Owners Faisal and Wasa Swillum, with extensive experience in local businesses, plan a takeout-only establishment with minimal seating. They addressed concerns regarding window signage, parking lot cleanliness in the plaza, and the disposal of used cooking oil. Council members inquired about their association with other 'St. Louis Fish and Chicken' establishments, which the owners clarified they are not affiliated with and intend to emphasize local St. Louis culture through branding and staff uniforms. They plan to maintain visibility through windows and actively participate in keeping the plaza clean.
