Azusa Approves Three-Stream Waste Collection for Commercial and Multi-Family Properties

The City Council reviewed and approved an amendment to the franchise agreement with Athens Services for refuse collection, recycling, and disposal services. This amendment transitions commercial and multi-family collection programs to a three-stream system (trash, recycling, organics) to comply with Senate Bill 1383. The changes include offering split bins for commercial customers, extending three-stream collection to city facilities, and adjusting contamination fees to a lower range. A bundled rate structure will be implemented, standardizing service by including recycling and organics containers with trash service. The council also approved publishing notification of a public hearing for proposed solid waste rate increases, scheduled for August 1, 2026, with the public hearing to be held on July 20.

Azusa Adopts Tobacco Retail License Ordinance to Regulate Sales and Enhance Enforcement

The City Council introduced an ordinance adopting a Tobacco Retail License (TRL) to regulate tobacco and vape shops. This ordinance requires all tobacco retailers to obtain an annual license, undergo annual and periodic unannounced inspections, and adhere to stricter regulations. Key provisions include minimum pack sizes for little cigars/cigarillos, enforcement of underage sales using youth decoys, procedures for license suspension/revocation with an appeals process, prohibition of discounts and coupons, requirements for visibility into businesses, original packaging, and prohibition of self-service displays. An annual fee of $229 was established, based on staff time for processing and inspections, adjusted annually by CPI. Violations can lead to citations, suspension, or revocation, with appeals heard by the Board of Appeals.
