Covina Adopts Urban Water Management and Water Shortage Contingency Plans

The City Council reviewed and adopted the Urban Water Management Plan (UWMP) and Water Shortage Contingency Plan (WSCP), prepared by Stetson Engineering. The UWMP, a long-range planning document required every five years, ensures adequate water supplies to meet existing and future demands through 2050, considering normal, single dry, and five consecutive year drought periods. The plan found that Covina's water resources, including groundwater from the San Gabriel basin and imported water, are reliable and manageable under drought conditions. The city met its 2020 water use target of 170 gallons per capita day, with actual usage dropping to approximately 135 gallons per capita day in recent years. The WSCP, integrated into the UWMP, outlines four shortage levels and potential demand and supply measures. The plan was adopted with a motion by Mayor Pro Tem Cortez and seconded by Councilmember Allen, passing 5-0.
