Atwater Police Issue More Illegal Fireworks Citations in Enhanced 4th of July Enforcement
During the July 4th enforcement mission, Lieutenant Bill Novesky reported that the Atwater Police Department responded to approximately 154 calls for service, primarily fireworks disturbances and shots fired. The department collaborated with CAL FIRE Law Enforcement, Code Enforcement, Merced PD, and Public Works. Notably, 18 citations were issued for illegal fireworks, an increase from the previous year, with three additional cases undergoing follow-up. Novesky thanked the officers, dispatchers, and support staff for their dedication, many of whom worked on their days off. He also expressed gratitude for the partnership with CAL FIRE and Code Enforcement.
Councilmember Nelson Discusses E-bike Awareness, Community Events, and Vacant Building Ordinance
Councilmember Khalisa Nelson inquired about the possibility of distributing information on e-bike laws and regulations via the public utility bill, following a constituent's suggestion. Interim City Manager Janelle stated that a flyer on this topic was included in a July mailer and posted on the city's Facebook page. Councilmember Nelson also attended the Atwater Feed ribbon cutting and congratulated the Citizens Academy graduates and Geneva for her artwork. She expressed interest in revisiting the vacant building ordinance and thanked the 4th of July committee for their successful events. Nelson also praised the Mayor's ride-along with the PD on July 4th as excellent leadership.
Resident Raises Alarms on Illegal Fireworks, E-bike Dangers, and Calls for Volunteer Police
During the public comment period, resident Jim expressed significant concern over the prevalence of illegal fireworks, describing the situation as overwhelming for law enforcement. He also raised alarms about the increasing use of e-bikes and e-motorcycles, citing dangerous riding practices like carrying children on handlebars at high speeds, lack of safety gear (helmets, lights), and frequent use of sidewalks and residential streets. Jim fears impending accidents and urges the city to address these issues through updated regulations or ordinances. He also recommended reinstating the volunteer police program to enhance community safety efforts.
Atwater Council Discusses Maintenance Assessments, Service Delivery, and Contract Costs
During the public hearing for lighting and drainage maintenance assessment districts, Councilmember Raymond expressed concern about property owners paying for services they do not receive and questioned how the city breaks even without dipping into reserves. He also asked if residents were receiving the services they pay for. Johnny Land and Justin addressed these concerns, explaining that increases are limited annually and some districts cannot be increased due to previous laws. They noted that general funds often cover shortfalls. Landscaping services are contracted to Joe's Landscaping, which has been performing well. Regarding combining districts to lower costs, it was explained that this would require a new Prop 218 effort. A resident inquired about the cost of contract companies and potential for contracting lighting services. Justin confirmed that contracted staff are still used for maintenance and that solar lighting options are being considered for the future. Questions were also raised about whether lights belong to the city or PG&E, with confirmation that none in these districts belong to PG&E. The motion to approve staff's recommendation passed.
Castle Water Usage at 40,000 Gallons Daily, Expected to Rise
During the discussion of the consent calendar, Councilmember Kale inquired about the water usage at Castle for the county. Justin, from staff, reported that water usage has been approximately 40,000 gallons per day since July 1st. He noted that this amount may increase in the winter due to their combined sewer system, where stormwater infiltrates the sewer system. This information was provided as a response to a question regarding the measurement of water usage.
