City of Arvada Receives Unmodified Audit Opinion on Financial Statements and Federal Awards
During the City Council meeting, the Director of Finance, Brian Archer, introduced Josh and Stacy from Plante Moran, the external audit firm, to present the findings of the city's annual audit. The audit resulted in an unmodified (clean) opinion on the financial statements, signifying they are properly stated and in line with regulations. The single audit of federal awards also received an unmodified opinion, with no findings related to compliance requirements. However, a material weakness was identified regarding segregation of duties in cash disbursements at the Arvada Urban Renewal Authority, though management has represented that this has been fixed. The end-of-audit letter indicated no deviations from the audit plan. The council thanked the auditors and finance team for their work.
Arvada Housing Authority Reports Successful Year, Approves 2027 Annual Plan
The Arvada Housing Authority presented its annual report, highlighting a successful year with its rental assistance program, serving an average of 522 households from July 2025 to June 2026. The report detailed the Housing Choice Voucher Program, project-based rental assistance for new developments like Van Street Flats and Ralston Gardens, and mainstream vouchers for individuals with disabilities. The authority also supported the Arvada Housing Strategic Plan, worked on an income-restricted housing map, and assisted in addressing homelessness by supporting individuals into housing outcomes. Significant development projects were noted, including the opening of Marshall Street Landing (85 units of permanent supportive housing), Legacy Senior Residences (72 units), and ongoing construction of Marshall Pointe Apartments (72 units of affordable housing) and Griffith Station Townhomes (20 units of affordable homeownership). The budget outlook has improved, with sufficient funding to continue services and the anticipation of new vouchers from HUD. The authority recommended approval of its 2027 annual plan and the 2026 administrative plan updates for the Housing Choice Voucher program, both of which were subsequently approved by the council.
Arvada Approves Major Modification for Gravel Driveway to Accommodate ADU and Preserve Historic Property
The City Council approved a major modification to the land development code (4-5-3-11.E) allowing a recycled crushed gravel driveway and parking surface area at a single-family residence at 6800 West 55th Avenue. This modification is in conjunction with the construction of a new garage and accessory dwelling unit (ADU). The standard code requires all off-street parking spaces to be on paved surfaces (asphalt or concrete). The applicant, who is preserving a historic 1890s home and an ice house, argued that the gravel surface would be more sustainable, reduce heat island effect, and help manage stormwater by being permeable. The city team supported the request due to the property's unique character and preexisting gravel driveway. The Planning Commission unanimously recommended approval. The modification passed with a 6-0 vote.
Comcast Franchise Agreement Renewed with Updated Terms and Increased Insurance Requirements
The City Council approved the renewal of a non-exclusive franchise agreement with Comcast of California, Colorado, Florida, Oregon Inc. for the use of city rights-of-way. Ordinance number 4937, approved with a 6-0 vote, updates the agreement which had been operating on a month-to-month basis since July 2025. Key changes include a shift in PEG (Public Education and Government) fees from a per-subscriber model to 0.33% of Comcast's gross revenue for cable services, an increase in the general commercial liability insurance minimum from $1 million to $5 million, and a clarification that the franchise is subject to the city's police powers. The agreement also removes Comcast's obligation to provide cable services, making it a right, reflecting industry trends towards streaming services. Testing standards are now aligned with current state and federal regulations. The minimum number of channels for basic subscribers is the greater of 100 or the minimum provided in other Colorado jurisdictions. The agreement has a ten-year term but continues month-to-month if a renewal is not finalized by the end of the term. The council also acknowledged the retirement of Ken Fellman, outside counsel for the city, and his long career in telecommunications law and public service.
Arvada City Council Approves Annexation, Rezoning, and Conditional Use for Revival Industrial Project
The City Council approved an ordinance (CB26-022) to annex a 5.3980-acre parcel of land into the City of Arvada. This parcel, located south of State Highway 72 and east of 15350 State Highway 72, is intended for the Revival Industrial project. Concurrently, the council approved CB26-023, rezoning the land from Jefferson County SR-2 to Arvada's MX-S (Mixed Use Suburban) designation, and CB26-024, a conditional use permit for light industrial uses. The proposed development includes a 56,000 square foot commercial building. The annexation and rezoning align with the city's Comprehensive Master Plan and facilitate development under Arvada's standards, ensuring coordination with city infrastructure and land use policies. All three items passed with a 6-0 vote.
