City Continues 'Lean Budget' Approach for 2027 Budget, Focusing on Efficiency and Revenue Optimization
The city is continuing its 'lean budget' approach for the 2027 budget process, focusing on optimizing resources, aligning them with community needs, and prioritizing essentials. This involves creating flat operating budgets, evaluating fee and rate structures for revenue optimization, and exploring alternative service delivery models. Department directors are deep-diving into fee and rate structures over the next three weeks. As part of this, a specific presentation was made on updating right-of-way permitting fees to address a $600,000 funding gap and ensure adequate street protection.
City Considers Right-of-Way Fee Modernization to Address $600,000 Funding Gap
The Public Works and Utilities Department presented a proposal to update the right-of-way fee process to address a funding gap of approximately $600,000. This gap exists because current fees are insufficient to adequately protect streets from activity within the right-of-way, which can reduce pavement lifespan and increase pressure on maintenance budgets. The proposed changes include adding an inspection fee and a traffic control review fee to the existing administrative fee and potholing fee. These fees are intended to be paid by entities performing work in the right-of-way, not by residents. The council was asked to consider bringing forward a proposed right-of-way fee modernization with appropriate resources for the 2027 budget.
Youth Advisory Panel Showcases Year of Accomplishments and Seeks Deeper Council Collaboration
The Youth Advisory Panel (YAP) presented a comprehensive overview of their accomplishments during the past year, highlighting numerous community service projects, civic engagement initiatives, and collaborations. Key activities included voter registration drives at high schools, volunteering at community events like Westyfest, donating hygiene kits and meal packs to local organizations, partnering with retirement communities and food banks, hosting a CPR/AED certification course, and collaborating with the Westminster Police Department and the Westminster Sustainability Center. The panel also engaged with state and local government officials, participated in environmental cleanups, and contributed to regional planning efforts. They expressed a desire to increase collaboration with the City Council to integrate youth perspectives into city planning and initiatives, particularly concerning sustainability and transportation.
Aerostat Park Opens to Great Success; Damage to Soccer Fields Addressed
Several council members and officials celebrated the recent opening of Aerostat Park, noting its enthusiastic community reception and its role as the city's first new park in a decade. The park's opening is seen as a significant event for the community, generating excitement about growth and recreational opportunities. The park has already seen high levels of use since its opening, with many residents enjoying the new space. The city staff were thanked for their extensive efforts in bringing the park to fruition. Additionally, concerns were raised about damage to soccer fields in Big Dry Creek Park due to vehicles driving on them, and staff were commended for their swift response in addressing the issue and implementing preventative measures like boulders and crime prevention through environmental design.
City Council Agenda Includes New Regulations for Event Centers, Budget Discussions, and Proclamations
The City Manager outlined upcoming agenda items for City Council, including an information-only update on official city positions regarding Colorado General Assembly legislation, presentations from the youth advisory panel and on the 2027 budget development workshop. The council also reviewed upcoming meetings and events, including a CDBG community meeting and a special permit and license board meeting. Looking ahead, the next City Council meeting will feature employee service awards, proclamations for Pride Month and Juneteenth, and the first reading of a bill to regulate event centers and live entertainment venues, repealing an existing ordinance that imposes a moratorium. A Westminster Economic Development Authority (WEDA) meeting will address the release of deeds of trust, followed by an executive session regarding a downtown Westminster rail station lease.
