Superior Planning Commission Recommends Approval for 76th Street Residential Development
The Town of Superior Planning Commission held a public hearing to consider the annexation and rezoning of a 12.76-acre property at 7494 Marshall Road to a Planned Development (PD) district, proposed by Carmel Partners for a 336-unit multi-family residential development. The commission heard presentations from town staff and the applicant, followed by extensive public comment and commissioner questions. Key issues discussed included density, traffic impact, wildfire evacuation plans, environmental concerns regarding a pond and potential wildlife, infrastructure capacity, and the project's alignment with the town's comprehensive plan and housing goals. The commission ultimately voted to recommend approval of the annexation and the PD zoning, with the caveat that final development plans would require further review and minor corrections. During the public hearing, concerns were raised about the high density of the proposed apartment complex, particularly its proximity to open space and its potential impact on wildfire evacuation routes, given the community's recent experience with the Marshall fire. Residents and some commissioners questioned the adequacy of the traffic and evacuation studies, as well as the project's compatibility with the surrounding neighborhood character and existing infrastructure. The applicant addressed these concerns by highlighting design modifications, adherence to Wildland-Urban Interface (WOOI) code, and the inclusion of enhanced safety features. They also emphasized the project's contribution to the town's housing goals, including providing 15% permanently affordable units. Commissioners debated the definition of 'missing middle' housing, the implications of rental versus ownership opportunities, and the project's alignment with the town's comprehensive plan, which identified the parcel as an opportunity area for medium to high-density residential development. Ultimately, the commission voted to recommend approval for both the annexation and the PD zoning.
