Alvin Lions Club Honored for 90 Years of Community Service
The city council recognized the Alvin Lions Club for their 90th anniversary and their extensive community service over the years. The club, established on August 8th, 1936, has been instrumental in humanitarian efforts, charitable fundraising, and supporting local organizations. Their contributions include providing eyeglasses, supporting the Texas Lions Camp, participating in eyeglass recycling, and awarding approximately $100,000 in scholarships. With 55 active members, they are Alvin's longest-serving civic organization, making a lasting impact through dedication to service and commitment to helping others. In recognition of their contributions, Mayor Gabe Adami proclaimed August 8th, 2026, as Alvin Lions Club Day.
Alvin Police Department Reports on Staffing, Crime Trends, and Mental Health Initiatives
Police Chief Lee provided an annual departmental update, highlighting staffing levels, call volume, and ongoing initiatives. The department has 63 sworn officers, with 11 in field training and 2 in the academy, resulting in zero current openings. There is one opening for a communication officer and two openings at the animal adoption center (dispatcher and adoption center). In 2025, the department handled approximately 800 more calls than in 2024, with fire, EMS, and animal control numbers remaining similar. They received 500 fewer 911 calls. The department wrote over 3,300 reports, noting that a simple report like a lost cell phone can take an officer 45-60 minutes due to paperwork. There were over 1300 arrests made. Key initiatives include a partnership with the Gulf Coast Center for mental health and deescalation training, a virtual telehealth crisis intervention program, and dispatcher training for warm handoffs. The department's 'Aligned Program' focuses on mental health, with a dedicated detective and a contracted qualified mental health professional available 24/7 to follow up with individuals after initial crisis intervention. They also conduct monthly homeless outreach. Lake Jackson has started a similar program. All eligible patrol officers are certified as mental health officers. The department is also an academic training provider through TCL, allowing them to host training for other agencies. They utilize 26 Flock cameras in the city, plus access to cameras from Kendall Lakes Mud 36, ASISD PD, and Home Depot, as well as all cameras in the Houston area, which are used for locating stolen vehicles and wanted persons, not traffic enforcement. Last year, these cameras aided in locating a missing dementia patient, recovering stolen vehicles (one used in arson), and recovering over $50,000 in property value in the first six months. The department maintained its accreditation for the 12th consecutive year and continues programs like Citizen Academy, Cop with the Cop, Safe Transaction Zone, Chaplain Program, and Citizen Patrol. The Safe Transaction Zone at the PD's front parking lot is a monitored area for safe online purchases and exchanges. The department switched to NIBRS reporting, which includes 446 specific crimes across 22 categories, providing crime statistics for comparisons and grant eligibility. Notably, major crime decreases were observed: 15.7% from 2022 to 2023, a 5.6% increase from 2023 to 2024, followed by a significant 24% decrease from 2024 to 2025. The Chief is serving another three-year term on the IACP Police Administration Committee, contributing to national and international policy rewrites, including mental health crisis response and leadership training. He has also been appointed to Brazoria County's first Criminal Justice Coordinating Committee.
BNSF Railway Agreement Approved for New Sanitary Sewer Force Main to Serve Berry Creek and Verona Developments
The council approved a pipeline license agreement with BNSF Railway Company for the construction of an 8-inch sanitary sewer force main within an 18-inch steel casing across BNSF's 100-foot wide railroad right-of-way. This infrastructure will serve the Berry Creek development (Beaser development, northwest of Forest Heights) and the Verona development (KB development). MUD agreements and utility service agreements are in place. The force main will connect to a lift station built on the developers' property and will tie into the new line near Gordon Street roundabout, by Laurel Landing. BNSF is granting permission for the construction, and the city will be the ultimate owner of the line upon completion, inspection, and acceptance. MUD 51 will cover all associated costs.

The council confirmed no requests were made by individual council members for items to be placed on the upcoming agenda for the next regularly scheduled meeting. Mayor Davis, Councilman Gerve, and Councilwoman Kaiser all stated they had no additional items.
