Smith Ranch Development Receives Approval for Flag Lot Variance and Preliminary Plat
The Planning and Zoning Commission considered and approved a variance for the creation of a flag lot in The Domain at Smith Ranch Plan Development. The proposed flag lot has a frontage of 75 feet, exceeding the minimum requirement of 50 feet, to provide access to the multifamily portion of the development and cross-access to other parcels. The commission also approved the associated preliminary plat for The Ranch District, which creates three lots and one reserve on 16.373 acres. During the discussion for the preliminary plat, questions were raised about the tie-in of Wooten Road and buffering requirements for the eastern edge residential areas, with clarification provided regarding multi-family buffering standards.
Planning Commission Recommends Five-Year Capital Improvement Program (FY2027-2031)
The Planning and Zoning Commission provided a recommendation for the City of Perland's 5-Year Capital Improvement Program (CIP) for fiscal years 2027-2031. The presentation outlined the commission's role as defined by the city charter, which includes submitting recommendations for capital improvements in order of preference. The CIP process involves input from every city department and has been ongoing. The commission is seeking their recommendation to forward the final CIP to the City Council for adoption in September. The proposed projects are categorized into drainage (15 projects), facilities (11 projects), parks (7 projects), streets and transportation (22 projects), water (25 projects), and wastewater (26 projects), all listed in priority order.
Zone Change to General Commercial Approved for 6831 Broadway Street Property
The Planning and Zoning Commission reviewed and recommended approval for a zone change application to rezone an area from General Business (GB) to General Commercial (GC) at 6831 Broadway Street. The request aims to create a cohesive zoning for a split-zoned lot, addressing historical zoning configurations dating back to at least 2003. The applicant intends to use the entire rear building for uses consistent with the General Commercial district, without adding new structures. Staff confirmed the request aligns with all criteria for a zone change, and no public comments were received for or against the proposal. The future land use map identifies this area as a commercial center.
City Council Approves Zoning and CUPs; Joint Workshop on UDC Update Scheduled
City Council held its last meeting on May 18th, approving the first reading of a zoning case for the LNR Clear Creek Plan Development off Kirby Funder Road and Hooper Road with a 7-0 vote. They also approved a Conditional Use Permit (CUP) for a sheltered care facility off Industrial Drive with a 7-0 vote, and a CUP for a convenience store off Mard with staff conditions, also by a 7-0 vote. The next City Council meeting is scheduled for June 8th, which will include the second reading for the LNR Clear Creek case. Additionally, a joint workshop with the Planning and Zoning Commission is scheduled for June 8th to discuss the Unified Development Code (UDC) update, focusing on trigger tables and nonconformities related to the Broadway expansion, as well as a plan development workshop for a build-to-rent townhome product. Another regular City Council meeting is set for June 15th.
