Wilmington Elementary School Project Receives Earth Removal Permit Amidst Contamination and Traffic Concerns
The Select Board reviewed and approved an earth removal permit application for the proposed Wilmington Elementary School located at 320 Salem Street. The permit allows for the removal and export of surplus soil generated by construction activities and associated site improvements. The approval was subject to 15 conditions recommended by the town engineer, covering aspects like permit assignability, site grading, seeding, hauling routes, hours of operation, dust and noise control, and disposal of unsuitable material. Concerns were raised by residents regarding potential soil contamination, particularly arsenic, and the impact of truck traffic. The town engineer and LSP provided clarifications on testing, naturally occurring arsenic, and mitigation plans. The board also discussed the management of topsoil, with a condition to retain as much as possible within the town if feasible.
