ATT Small Cell Wireless Facility Applications Reviewed by Andover Select Board
The Select Board held a public hearing on applications by New Singular Wireless PCS, LLC (d.b.a. ATT) for the installation of nine small cell wireless facilities in the southern portion of Andover. These facilities aim to improve wireless coverage and capacity by replacing an aging DAS system. Each facility includes an antenna, radio heads, and an equipment cabinet mounted on existing or replacement utility poles. The locations are 180 Main Street, 104 Salem Street, 193 Salem Street, 300 South Main Street, 22 Wildwood Road, 41 Sagamore Drive, 74 Wildwood Road, 468 South Main Street, and 31 Gould Road. The board addressed concerns about aesthetics, historic structures (specifically regarding Node 8 at 468 South Main Street), and coverage impacts. Two nodes (Node 2 at 104 Salem Street and Node 8 at 468 South Main Street) were continued to August 10th for further review and potential alternative site analysis. The remaining seven nodes were also continued to August 10th as part of a broader motion to allow for applicant revisions and continued discussion.
Andover Continues Review of ATT Small Cell Wireless Applications, Postpones Vote on Two Sites
The Andover Select Board reviewed and voted on applications for nine small cell wireless facilities proposed by ATT. Two applications (Node 2 at 104 Salem Street and Node 8 at 468 South Main Street) were continued to the August 10th meeting for further review of alternative locations and coverage analysis, particularly concerning proximity to historic structures and residential areas. The remaining seven applications were also continued to the August 10th meeting to allow for potential applicant revisions and further board discussion, as it was determined that voting on all applications at once was not appropriate given the ongoing review of certain sites.
Andover Prepares to Renegotiate Andover Community Power Agreement
The town of Andover is preparing to renegotiate its Andover Community Power agreement, which has been successful, and the sustainability director will be leading this effort. This is considered extremely important to many residents and the town is leveraging expanded communication channels to increase public awareness about this and other ongoing work.
Andover Approves FY2026 Budget Adjustments and Revolving Fund Increases
The Select Board voted to approve end-of-year transfers, compensation fund transfers, and revolving fund expenditure limits for fiscal year 2026. This included a transfer of $1,065,000 from the compensation fund to cover collective bargaining agreements. Operating budget transfers totaling $55,000 were approved from technical schools to general government to cover terminal leave payments and residual deficits in the health division. Transfers from debt service included $135,000 to public safety for injured in the line of duty costs and vacancy backfills, and $75,000 for snow and ice removal invoices. Revolving fund limits were increased for recreation, youth services, field maintenance, and solid waste to accommodate increased revenue and activity. A state allocation of approximately $503,000 for winter recovery assistance is expected to flow to free cash.
Andover Proposes Traffic Pattern Change on Beacon Street to Alleviate Congestion
The town is reviewing and considering amendments to traffic rules and regulations, specifically regarding Beacon Street. The proposed change, based on a 2017 traffic study by DCI, aims to improve traffic flow by changing the existing pattern where the left lane is a shared left turn/straight and the right lane is right turn only. The new pattern would make the left lane left turn only and the right lane a shared right turn/straight. This change is consistent with the Route 133 corridor project and will involve new pavement markings, signs, and temporary message boards to inform drivers, with officers monitoring the intersection after implementation.
