Mural Unveiling and Downtown Business Specials Announced
The Warren City Council discussed the upcoming mural ribbon cutting on July 30th at 5:00 pm at Pennsylvania Avenue West and Market Street, where attendees can meet the artist, Sarah. Concurrently, several downtown businesses will offer specials on that evening, including discounts on desserts, specialty cocktails, pizzas, ice cream, drafts, appetizers, wings, burgers, burritos, taco salads, and free fries with sandwiches. The council also encouraged public input on the Warren Active Transportation Plan, with information available on the city's Facebook page.
City Approves Property Tax Assessment Appeal Settlements
The Warren City Council approved settlement agreements for ten property assessment appeals, following authorization for a joint representation agreement at a previous meeting. The firm Jordan Schuber Esquire, partner and Vid Dylan McCannless King Coulter and Graham LLP, reached tentative settlements which Warren County has approved. The city and school district must now approve them. These stipulations set the agreed-upon assessed value for properties, which will remain unless changed by normal course of business (addition, demolition, subdivision, or countywide reassessment). Approximately six tax settlement appeals remain to be resolved. Mrs. Stapleford, present via Zoom, confirmed the city's limited ability to challenge these valuations once the county and school district agree, citing the unlikelihood of success and high cost of challenging such decisions.
No Parking Established on Glenwood Street to Improve Vehicle Navigation
The Warren City Council passed an ordinance to establish a no parking area on Glenwood Street. This measure is necessary because the street, recently rehabilitated with curbing under CDBG funding, is too narrow for large vehicles like garbage and delivery trucks to navigate a turn when vehicles are parked. The no parking area will be on the west curb of Glenwood Street, extending 590 feet north of the north curb of Jackson Avenue to 624 feet north of the north curb of Jackson Avenue. Residents' opinions were solicited, and a former resident confirmed the difficulty of navigating the turn. The motion to approve the ordinance passed unanimously.
Stapleford Law Office LLC Appointed as City Solicitor
The Warren City Council approved the appointment of Stapleford Law Office LLC as the city's solicitor for the remainder of 2026. This appointment follows the dissolution of the previous firm, Stapleford and Biome LLC. The city manager is authorized to sign a retainer letter with Stapleford Law Office LLC, and fees will remain unchanged. The resolution also specifies that Stapleford and Biome LLC will no longer provide services.
Warren City Council Authorizes Disposition of Surplus Dump Truck
The Warren City Council authorized the disposition of a surplus DPW vehicle, a 17-year-old Ford F350 4x4 dump truck. The truck is no longer suitable or necessary for city operations. A similar vehicle was purchased three years prior, and the older truck does not perform as well. The council approved a motion to dispose of the vehicle. The vote was unanimous.
