Routt County Climate Action Plan Collaborative Reports 26% Emissions Reduction, Focuses on Electrification and VMT Reduction
Matthew Misco, Chair of the Routt County Climate Action Plan Collaborative, and Paul Bony from the Western Resiliency Center provided an update on the collaborative's progress. A key achievement is the development of a building electrification and decarbonization plan, funded by a Colorado Energy Office grant, which indicates that CAP goals are achievable. The plan identifies top recommendations such as building a decarbonization workforce hub, implementing a 'boost up' program for moderate-income residents, and building energy benchmarking. The collaborative is also focusing on community outreach and education, highlighted by a successful 'heat pump hoedown' event. The city's commitment to a decarbonization roadmap, YampaGo app for VMT reduction, EV fleet transition policy, and waste reduction programs were acknowledged as significant contributions.
Steamboat Springs Projects Modest 2% Sales Tax Increase for 2027 Budget Amidst Economic Uncertainty
The Finance Director presented a conservative projection for the 2027 sales tax budget, anticipating a 2% increase from the 2026 projection, which equates to a proposed budget of $40.6 million. This projection is down approximately $300,000 from the current year's budget. The presentation highlighted that sales tax collections have been flat or down since 2022, despite a significant increase in the Consumer Price Index (CPI). The largest sources of sales tax revenue are miscellaneous retail (including deliveries), lodging, restaurants, grocery stores, and construction. Current year-to-date collections through May are down 2.6% from the budget, totaling $463,000 below projections. The Finance Director expressed concern about potential impacts on July and August due to wildfire coverage, though June is expected to be strong due to special events. The projection assumes a 2% decrease for the remainder of the year, potentially resulting in a $1 million deficit compared to the budget. The presentation also noted that while inflation can positively impact sales tax on goods like groceries and utilities, it can also reduce discretionary spending by consumers. The city has asked departments to cut 2% from their operating budgets, with potential for further cuts due to rising expenses.
Steamboat Springs City Council Formalizes Deputy City Manager and Human Resources Departments
The City Council approved an ordinance to formally create two new departments: the Deputy City Manager department and the Human Resources department. The Deputy City Manager role, informally established in 2019, will now be an official department overseeing the City Clerk, Communications, Facilities, IT, and Programs and Grants divisions. The Human Resources department will be elevated to a standalone department, separate from Risk Management, to provide clearer authority, improve accountability, and elevate its responsibilities. The ordinance also included minor language clarifications and name changes, such as renaming the Public Safety Services Department to the Police Department and updating descriptions for Fire Services and Parks and Recreation to better reflect their duties. No changes in full-time employee equivalents (FTEs) are associated with this organizational restructuring.
Steamboat Council Approves $200,000 Ski Corp Contribution for Expanded Winter Transit Service
The City Council discussed a Memorandum of Understanding (MOU) with Steamboat Ski and Resort Corporation (SSRC) for an expanded transit service for the upcoming winter season. SSRC will contribute $200,000 for one year, renewable for two additional years, to fund an 'moderate expansion' of the transit system. This includes expanding the yellow line service for more frequent service and geographic coverage, and utilizing 'floater buses' to address peak demand and prevent passengers from being left behind at stations. The agreement allows for a one-year evaluation period to assess the effectiveness of the expanded service. SSRC also committed to other mitigation measures, such as improved signage and potentially a Haymaker shuttle, as part of their winter parking plan aimed at reducing single-occupancy vehicles and promoting carpooling. Concerns were raised about the MOU's balance, lack of measurable benchmarks, and the termination clause favoring SSRC. However, other council members viewed the $200,000 as a goodwill gesture and a positive first step towards a better partnership, acknowledging the short timeframe for implementing significant transit changes. Public comment included criticism of the yellow line's cost and a call for a fee-based transit system and a lift tax for revenue diversification.
