South Miami City Commission Approves Millage Rate, Discusses Budget Surplus Allocation
The City Commission approved the proposed millage rate of 3.95, maintaining it at the same level as the previous year. This decision was made during the budget workshop and was confirmed with a 5-0 vote. The commission also discussed a potential slight reduction in the millage rate if surplus revenues were returned, which would be less than a tenth of a tenth of a point, potentially lowering it to 3.89. Commissioner Guy suggested allocating any surplus funds to reforestation efforts, a proposal supported by Vice Mayor Corey. The commission also discussed the impact of potential state tax reform that might force a mill rate reduction, but ultimately decided against it due to uncertainty.
South Miami Approves Federal Lobbying and Elevator Communications Contracts
The City Commission authorized the City Manager to negotiate and execute a multi-year professional services agreement with Becker Public Affairs Group, LLC for federal lobbying services. The agreement will be for a three-year term at an annual cost not exceeding $40,000. Omar Franco from Becker was available to answer questions regarding bridge funding and ongoing city relationships. The commission also approved a separate multi-year agreement with The Communications Group LLC for communications and marketing services for the city elevators, at an annual cost of approximately $2,400.
South Miami Voters to Consider Four Charter Amendments in November Special Election
The City Commission discussed and approved four ballot questions to be presented to voters in a special election on November 3rd, 2026. Item 8 aims to redefine 'franchise' in the city charter to exclude leases, requiring them to be approved by a 4/5 vote after public hearing. Item 9 will allow for more flexible publication methods for ordinances, potentially reducing costs. Item 10 seeks to move the purchasing standards from the charter to an ordinance, allowing for easier modification. Item 11 proposes to extend the timeframe for calling special elections to fill commission vacancies, aligning with county and state procedures. The language for Item 8 was revised multiple times to ensure clarity and accuracy, with the final version passing 5-0.
South Miami Approves Contract for Traffic Data Software
The City Commission approved a resolution authorizing the City Manager to negotiate and execute a multi-year professional services agreement with Urban SDK for traffic and transportation data and decision support software services. The annual cost for these services will be $101,818. The software will aggregate traffic data, including volume and average speed, which can be used for analysis and response to resident complaints, though it does not replace physical traffic counts required by the county.
