June Utility Billing Shows $370,000 in Outstanding Balances for 1,300 Accounts
The financial report for June 2026 indicated that for utilities, there are approximately 6,600 active accounts. For the July 6th due date, 1,300 accounts had a balance due, totaling about $370,000. Balances prior to July include 464 accounts with an outstanding amount of $77,000. These balances can range from a few cents to the full amount owed.
Road Restoration Project Underway on Villanova, West Frasier, and Market Streets
A road restoration project has commenced, impacting Villanova and West Frasier streets, involving milling, overlaying, and patching, with paving scheduled for Wednesday. On Thursday, milling and patching will begin on Market Street from Commerce to Mount Vernon. Residents will be notified about parking restrictions during construction. The affected Market Street areas will remain unpaved but drivable through the weekend, with final paving expected Monday, weather permitting.
Smyrna Financial Report Shows Healthy Surpluses and Strong Tax Collections
The Town of Smyrna's financial report for June 2026 was presented. Bank balances include $11.5 million in the general fund and $3.2 million in investment accounts for 'rainy day' funds. Year-to-date, general fund revenues are $10 million, with expenses at $8.8 million, resulting in a surplus. Water and sewer funds also show surpluses of $326,000 and $747,000, respectively. Upcoming Kent County sewer invoices will reflect an 11% rate increase as of July 1st, and trash collection costs will increase in September. The report detailed debt obligations, with remaining principal and interest totaling $413,000. Tax collections are strong, with 87% collected year-to-date, leaving $1.3 million outstanding. Past due taxes are currently at 79 accounts for 2025 and 16 for 2024. The town has been effective in collecting delinquent taxes, with most accounts either paid or in payment plans, and a small percentage proceeding to sale.
Resident Proposes Stricter Regulations on Trash Bag Placement Due to Health and Nuisance Concerns
Resident Shannon Wheeler presented a proposal regarding the placement of trash bags outside residences, particularly in close-proximity housing situations. She described issues with odor, maggots, rodents, and flies due to trash bags being too close to homes, preventing residents from using their outdoor spaces. Wheeler stated that the current town code is not specific enough, allowing trash to be placed just inches behind the front of the house, and that the property owner is hesitant to enforce changes due to potential backlash from renters. She requested the council review and consider updating the code for better enforcement in such scenarios. Assistant Town Manager Jason Mcnat agreed to investigate the code and enforcement possibilities.
