City Proclaims July 26, 2026, as Mangrove Day
The City Council recognized and proclaimed Sunday, July 26, 2026, as Mangrove Day. Upcoming Road Closures Announced for Intersection Repainting and Community Event

The Main Street boat ramp and intersection of Main Street and Indian River Drive will be closed from August 3rd to 5th for intersection repainting. During this time, traffic on Indian River Drive will be funneled through the boat ramp parking lot, necessitating the closure of the boat ramp and its parking area. Additionally, a small-scale closure of Harrison Street is planned for July 31st to accommodate the police department's back-to-school event at Riverview Park.
Driveway and Drainage Improvements Slated for Midville Terrace
The council addressed infrastructure improvements related to roadway rehabilitation, specifically concerning driveways and drainage on Midville Terrace. Palm Bay Concrete was awarded a contract for $79,132.82 to address approximately 33 driveways with drainage issues and incorrect elevations. This work is part of the broader roadway repaving project and is being advanced using additional swale funding to get ahead of schedule, aiming to prevent flooding and improve road longevity. City staff will handle pipe replacement, while the contractor focuses on concrete services.
City Council Agrees to Proceed with Comprehensive Plan Evaluation
The council discussed the process for evaluating and updating the city's comprehensive plan. They received a letter from the state regarding the mandatory evaluation and appraisal report process, which occurs every seven years. Staff recommended moving forward with the process, citing recent statutory changes and potential future development. The council debated whether to proceed immediately or postpone, considering current budget constraints and consultant availability. Ultimately, the council voted to direct staff to notify the state of their intent to proceed with the evaluation and appraisal report, acknowledging a requirement to assess the plan even if no immediate updates are made.
City Council Adopts Rollback Millage Rate After Fiscal Debate
The City Council discussed and ultimately voted on setting the proposed millage rate. After extensive debate regarding the staff-recommended rate versus the rollback rate, the potential impact on taxes, and the use of reserve funds, the council initially voted on the staff-recommended rate of 3.4455, which failed. A subsequent motion to set the trim millage notice at the rollback rate of 3.3339 and utilize reserve funds passed with a 4-1 vote, requiring a supermajority for approval.
