CFO Authorized to Submit FY 2026-2027 Expenditure Limitation Report
The council approved Resolution Number 2409, which designates the Chief Fiscal Officer, Rula Joan de Encas, to officially submit the fiscal year 2026-2027 expenditure limitation report to the Arizona Auditor General. Jenny Torres, City Manager, explained that this is an annual process to authorize the CFO to submit these reports. The council moved to approve the resolution as presented.
Cesar Chavez Boulevard Water/Sewer Master Plan Approved to Guide Future Development
The council discussed and approved Order Number 202602, establishing a master plan for water and sewer service connections along Cesar Chavez Boulevard. This plan is intended to guide future development by clearly marking where new connections should be made, preventing developers from cutting into newly constructed roadways. The engineering department explained that water lines and sewer repairs were completed in anticipation of the Cesar Chavez project, and services were installed along the corridor to provide future connections for vacant parcels, primarily state land. The plan aims to inform developers of connection points, thus avoiding costly future road repairs. Council members and staff discussed whether the city should charge for these pre-installed services as an incentive or potential revenue source, noting it's a balancing act between attracting development and recouping costs. The council ultimately approved the master plan.
Resident Criticizes City Communication; Staff Cite Shortages and Need for Leave
During the call to the public, Angela Delgado expressed frustration with the city's communication and responsiveness, particularly regarding messages left for the city manager and other city officials. She highlighted that despite leaving messages for two weeks, she had not received callbacks. She stated that she is disabled, making it difficult to attend meetings in person, and relies on phone communication. She also commended the maintenance department for cleaning up dumped items in a federal land area near Garcia, thanking them for their efforts. Later, in response to Delgado's comments, city staff apologized for the delays, explaining that the office is shorthanded, and the employee assisting is being trained. Staff also noted that employees, including Miss Torres, need and take vacation time. The council acknowledged a typo on the agenda regarding the 'acting city manager' role.
Concerns Raised Over Election Day Parking Enforcement by San Louis PD
During the call to the public, James Allen Jr. raised concerns about the San Louis PD's enforcement of parking laws during the election on July 22nd. He stated that police vehicles took up spaces and that a more proactive approach to parking management should be implemented for future large events to ensure adequate parking for citizens. Council member Cabera later echoed these concerns, mentioning that he had spoken with the city manager and attorney to coordinate with PD and the county to be more proactive regarding parking situations at voting locations. Council member Servin also thanked the police department for enforcing codes, noting she was affected by it, and affirmed that they would work together to prevent similar issues in November.
