Market Days Program Continues with Updated Guidelines and New Attractions

Historically, the city has allocated approximately $2,500 from the general fund, with an additional $665 for personnel costs, which are budgeted expenses within departmental budgets. Challenges identified include attendance and awareness, which staff are addressing through increased promotion and additional activities. Updates include a vendor code of conduct, prohibited items, political activity restrictions, and food vendor requirements. The vendor fee of $15 has been waived to encourage participation, though a no-show policy with a $15 fee for future events is in place for those who do not attend without prior notice. Additionally, a sole source purchase of a Gorman Rupp 3-inch pump for the Kenneth lift station was approved for $21,750 to comply with TCQ regulations requiring two pumps. This lift station, currently operating on one pump, services five homes and a church. The need for a second pump was highlighted due to TCQ requirements and potential fines. The purchased pump is a top-mount, 5-horsepower model, and Gorman Rupp is the sole seller.
Conjunto Hall of Fame Music Festival Proposed for November
The Conjunto Hall of Fame Music Festival is proposed to take place on November 20th-21st at the San Benito Boys and Girls Club grounds. The event aims to celebrate Conjunto music, bring in legendary performers, artists, and visitors, with an anticipated attendance of 3,000 people. The festival plans to include 10 bands, a barbecue cook-off with 50-70 teams, and an induction ceremony for six individuals. The event seeks funding for educational programs, operational expenses, academic scholarships, and archiving of materials. Additionally, the organizers requested the waiver of park fees, public works assistance, fire and police support, and a formal proclamation recognizing the inaugural festival and the museum's 25th anniversary. The proposed location at the Boys and Girls Club offers pavilion space and parking, comparable to larger festivals. However, Commissioners suggested considering the fairgrounds as an alternative location for better accommodating large crowds and dancing. The approval is contingent on a memorandum of understanding (MOU) or contractual agreement covering public safety measures, fire, police, and traffic control.
