Currently, over 70 vehicles are identified weekly passing through the city without the required permit. The new ordinance establishes penalties and violation fees for non-compliance, with a provision for prohibiting non-compliant transporters from entering city limits for a year after three violations, following warnings. The discussion included whether police could stop vehicles without permits and the feasibility of issuing citations based on evidence like license plate reader data. A $100 fee for permits was discussed, with flexibility on who pays.
City Pursues Parks Grants, Advances Lighting Projects, and Explores Historic Preservation Efforts
Updates were provided on park improvement projects. The city is awaiting a THC form from the Texas Historical Commission, expected by the end of the month, to finalize a grant application due August 3rd. The grant focuses on historic preservation, potentially covering 3,000 parcels. Discussions also touched upon park lighting, including solar lights for neighborhood parks (estimated $16,000) and baseball parks, with pricing available pending budget approval. Other grant opportunities like the NAP grant and Valley Baptist grant are being pursued for park enhancements. The city is also working on the Dome Park lighting project and exploring proposals for solar panel lighting for walking trails.
City Approves Rezoning and Utility Easement Release for Summer Breeze Subdivision
Ordinance 2026-16, concerning rezoning Lot 4 and Lot 5, Block 104, Compass Addition to Irrigation TRS, was given its second and final reading and approved, with a foregoing of the reading. Separately, Ordinance 2026-18, abandoning and releasing a 5-foot portion of public utilities within the Summer Breeze subdivision, was also approved with a foregoing of the reading. This release is due to a 'mistype' in the plat, where a 10-ft easement was intended but a 15-ft easement was recorded, affecting the construction of complexes. AP already has a 10-ft easement, and a 15-ft easement is still required in the back. Letters of approval were received from the drainage district, irrigation district, and AP, indicating their agreement with releasing the 5-foot portion.
